Project Manager (m/f/d) - Governance

We are looking for a Project Manager (m/f/d) - Governance to strengthen our Public Services Management team. The ideal candidate will have a technical focus on governance, public administration, and local government.

The role involves identifying project opportunities, managing and coordinating the acquisition process, monitoring project activities, and exchanging with clients, beneficiaries, consortium partners, and experts during project implementation.

Responsibilities:

• Identify project opportunities and contribute to strategic business development in the department.
• Manage and coordinate the acquisition process, including conducting early intelligence and fact-finding, forming consortia, drafting technical concepts and proposal methodologies, preparing project budgets, identifying suitable experts, and negotiating fees and project shares.
• Monitor project activities on site, including monitoring project progress, ensuring compliance with formal specifications and procedures, supervising and managing project staff and resources.
• Exchange with clients, beneficiaries, consortium partners, and experts during project implementation.

Requirements:

• A post-graduate academic degree in a field related to public policies, public financial management, public administration reform, decentralization, and/or local development.
• Very good language skills in English, both written and spoken, with one or more of German, French, or Spanish language skills highly considered.
• A minimum of 2 years’ experience, with international experience gained through work experience in developing countries or economies in transition being a strong asset.
• Prior experience in coordinating or managing development cooperation projects with multilateral or bilateral donors, and familiarity with donor procedures and requirements.
