Headquarters JSEC provides a resilient operational-level Joint Headquarters capable of supporting 24/7 operations to coordinate enablement and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power across the Area of Responsibility (AOR) and, if required, into a Joint Operations Area (JOA).

The Support Directorate (SPT) is responsible for providing cross-functional expertise in Supply and Services, HNS Military Engineering (MILENG), Medical Support, Maintenance, CIS, Human Resources (HR) matters and Logistics Information Management.

The Joint Military Engineering Division (JENG) shapes the physical operating environment (POE) by synchronising, monitoring, coordinating and prioritising military engineering (MILENG) capabilities, activities and resources.

The Joint Military Engineering Infrastructure Branch is responsible for infrastructure requirements applicable to the RSN, which includes supporting the JFCs through the development of infrastructure assessments, infrastructure gap analyses, infrastructure development plans, and contingency plans.

The incumbent acts as JSEC's primary engineer for infrastructure development in particular regarding coordination and guidance on the NATO Security Investment Programme (NSIP), including the management of infrastructure-related projects and the collaboration between relevant stakeholders in- and outside the organization.

Principal Duties

  • Serves as JSEC's primary engineer subject matter expert (SME) for infrastructure development, in particular regarding coordination and guidance on the NATO Security Investment Programme (NSIP).
  • Provides advice on managerial, technical, procedural and financial aspects related to the NSIP activities.
  • Manages infrastructure-related projects and programmes covering the whole spectrum of infrastructure policy, resource planning and technical issues, and facilitates collaboration between all relevant stakeholders.
  • Serves as Secretary to the Requirement Review Board (RRB) and interfaces with other NATO resource bodies as required.
  • Oversees and manages the INFRA support to the development of Capability Packages (CP), liaising and coordinating with other NATO Commands, Agencies and national departments as required.
  • Advises DCOS Support on all aspects of NSIP activity including infrastructure project management and sustainment of the NATO infrastructure inventory. Capability Packages, are long term activities and continuity of oversight provided by civilian staff is a crucial part of ensuring delivery of these complex projects. Included within this role is liaison with the appropriate NATO agencies.
  • Reviews and provides input to operational infrastructure development and sustainment.
  • Develops and maintains a sound understanding of NATO operational funding mechanisms, including RRB procedures, in order to be able to deliver training and guidance where appropriate.
  • Assists in the development of Joint Force Command's Operation & Maintenance Inspection (O&MI) Plans from a JSEC requirement point of view.
  • Provides advice, assistance and leadership in improving the quality of infrastructure development, by focusing on process, stakeholder management, and measurable outcomes.
  • Participates in training, evaluation, validation & certification exercises of operational and subordinate HQ elements, providing MILENG augmentees for NATO exercises as required, including the provision of MILENG NATO Security Investment Programme (NSIP) subject matter expertise.
  • Ensures the NSIP initiative is understood within HQ JSEC.

Special Requirements and Additional Duties

  • The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
  • The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (temporary duty) assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
  • The incumbent serves as the Secretary to the Requirement Review Board (RRB).
  • The incumbent acts as an Authorized Requestor. Specifically, the incumbent:
    • will, on behalf of their Division/Organizational Chief, validate and endorse the originator request and submit the requests to the Fund Managers.
    • is responsible for tracking the status of requirement through the procurement cycle and is for developing technical specifications that will be clear and complete to enable the Contracting Officer to conduct solicitations and maximize competition.
    • holds the final technical responsibility on certifying the Minimum Military Requirement (MMR).

Essential Qualifications

a. Professional Experience
  • This role requires proven experience in Military Civil Engineering.
  • This role requires proven experience in Project Management.
b. Education/Training

University Degree in Civil engineering disciplines, management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

c. Language

English - SLP 3333 (Listening, Speaking, Reading and Writing). The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Qualifications

Education/Training
  • Demonstrable evidence of experience in project management.
  • Member of a professional body or institution.
  • Experience in cooperation with NATO/National agencies and consultants.
  • Experience in cooperation with NATO/National construction agencies and architecture/engineer consultants.
  • Experience in specifying infrastructure requirements for military operations.
  • Experience with NATO financial policy, budget and contracting procedures.
  • Experience with NATO Security Investment Programme.
  • Previous experience in NATO common funding.
  • Very high numerical & analytical skills.
  • Any further training certificates and courses related to subject field or acquired through NATO (e.g.: Resource Management, Orientation Course).

Attributes/Competencies

a. Personal Attributes

Must have strong diplomacy and communication skills to interact with technical and military staff from across ACO, ACT and NCS. Must have analytical skills and creative thinking to analyse and support bespoke infrastructure data solutions in support of operations and exercises. The incumbent must be flexible and able to work in more than one area at a time. Strategic level thought and capacity to handle complex issues and concepts are required, along with critical thinking and judgement. Attention to detail is required and essential to the role.

b. Professional Contacts

Liaises with higher, parallel and lower NATO headquarters, NATO agencies and Host Nations for the processing and development of Infra Development programmes and initiatives. Defends and ensures NSIP requirements within JSEC and other partner NATO HQ during meetings, conferences and working groups. Acts as the Joint Military Engineering (JENG) Division point of contact for coordination with other local divisions and staff officers for the internal screening and coordination of requirements and for the correct application of the Bi-SC NSIP procedures and directives.

c. Contribution to Objectives

Contributes to the Infrastructure Section planning and implementation phases of projects. Coordination role as secretary of RRB is essential to the technical and financial delivery of Capability Programme Plans (CPPs) / Capability Packages (CPs).

Contract

  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
  • In accordance with current policy, newly recruited staff will be offered a three-year contract which may be extended, subject to a satisfactory recommendation, to an indefinite duration contract.
