Headquarters JSEC provides a resilient operational‑level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance’s ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).
The Support Directorate (SPT) is responsible for providing cross‑functional expertise in Supply and Services, HNS Military Engineering (MILENG), Medical Support, Maintenance, CIS, Human Resources (HR) matters and Logistics Information Management.
The Joint Military Engineering Division (JENG) is responsible for shaping the physical operating environment (POE) by synchronising, monitoring, coordinating and prioritising military engineering (MILENG) capabilities, activities and resources.
The Joint Military Engineering Infrastructure Branch is responsible for infrastructure requirements applicable to the RSN, which includes supporting the JFCs through the development of infrastructure assessments, infrastructure gap analyses, infrastructure development plans and contingency plans.
The incumbent is the Joint Military Engineering (JENG) Division Infrastructure Branch subject matter expert on the RSN transportation infrastructure sector and its interdependencies and will contribute to infrastructure gap analyses and information management. The incumbent provides infrastructure risk analysis expertise and supports the conduct of cross‑functional infrastructure assessments.
The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (temporary duty) assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
This role requires proven experience in Military Civil Engineering. Activities that identify, design, construct, lease, or provide military facilities. Involved in operational planning to identify the minimum construction requirements required to support the commitment of military forces. Require military and civilians who are certified professional engineers or architects.
University Degree in Civil engineering disciplines or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
English – SLP 3333 – (Listening, Speaking, Reading and Writing). NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Any further training certificates and courses related to subject field or acquired through NATO (e.g.: Orientation Course, Host Nation Support Course).
Remarks: (international) driving license category B.
Must have strong diplomacy and communication skills to interact with technical and military staff from across ACO, ACT and NCS. Must have analytical skills and creative thinking to analyse and support bespoke infrastructure data solutions in support of operations and exercises. The incumbent must be flexible and able to work in more than one area at a time. Attention to detail is required and essential to the role.
Interact with supporting entities, NATO bodies and national representatives for the acquisition and provision of infrastructure data in support of ACO operations and exercises. Interact with systems engineers and CIS managers inside and outside JSEC organisation, including NATO Agencies and Operational and Strategic Commands for all aspects of infrastructure data including configuration, capability development and interoperability.
Make a significant and direct contribution to the work and the objectives of all NATO entities in the definition, acquisition and management of infrastructure data. Ensure the correct design and configuration of all infrastructure data across all systems.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
In accordance with current policy, newly recruited staff will be offered a three‑year contract which may be extended, subject to a satisfactory recommendation, to an indefinite duration contract.
