Position Overview

Woolpert is hiring an Information Technology/Web Mapping Services (IT/WMS) Coordinator for our Geospatial Information & Training Land Sustainment Services support contract to the United States Army Integrated Training Area Management (ITAM) Program. This is an on‑site role working at the U.S. Army Garrison Grafenwoehr in Bavaria, Germany. The IT/WMS Coordinator will be part of a dynamic fast‑paced team supporting the U.S. Army’s Sustainable Range Program (SRP) in Europe and Africa. The SRP GIS mission is to create, analyze, manage, and distribute authoritative standardized spatial information, products, and services for the execution of training strategies and missions on U.S. Army ranges and training lands.

We are unable to provide visa sponsorship for this position. Applicants must already possess work authorization in the country the job is located.

What You Will Do

  • Develop and maintain IT and Web Mapping Services (WMS) information, products, and services for the USAREUR‑AF SRP.
  • Provide full‑Spectrum technical support for the Army Range Mapper (ARM) system and its web‑based user interface, TAP‑IN (Training Area Platform – Interactive Network).
  • Maintain full integration and synchronization between the TAP‑IN system and the Range Facility Management Support System (RFMSS).
  • Design, implement, and manage enhancements to the TAP‑IN platform utilizing modern scripting frameworks, ESRI technologies, and UI / UX best practices.
  • Provide Tier 1 and Tier 2 help desk support for TAP‑IN and ARM‑related issues.
  • Provide full developmental, technical, and operational support for the Online Range Development Plan (ORDP).
  • Provide full developmental, technical, and operational support for the USAREUR‑AF ITAM program’s Online Training Land Asset Management (OTLAM) tool.
  • Provide full administrative, technical, and operational support for the USAREUR‑AF SRP ESRI Enterprise environment, including Portal for ArcGIS, ArcGIS Online, ArcGIS Server, ArcGIS Datastore, ArcGIS Pro, and RMTK tool deployments.
  • Administration and maintenance of all ESRI Enterprise components to ensure system availability, security, and performance.
  • Management of user accounts, roles, content sharing permissions, group configurations, and federated server connections.
  • Coordination with Army SRP GIS components, SRP stakeholders, and external partners as required.
  • Collection, analysis, and reporting of system logs, performance metrics, and usage analytics on a quarterly basis.
  • Ensuring compliance with applicable DoD cybersecurity requirements and SRP GIS standards.
  • Administration and maintenance of Windows Server environments supporting SRP systems.
  • Management of SQL Server databases, ensuring performance, availability, and security.
  • Coordination of firewall configurations to support secure access and system functionality.
  • Monitoring and tuning of server and virtual infrastructure performance for all GIS‑hosted applications.
  • Application of system patches, updates, and security configurations in accordance with Army enterprise IT policies.
  • Conducting regular disaster recovery (DR) tests and maintaining continuity of operations (COOP) plans.
  • Documentation of system configurations, processes, and changes in accordance with Army IT standards.

What You Will Bring

  • Ability to understand, speak, read, and write English and German languages.
  • Must be able to obtain a US Department of Defense Common Access Card (CAC).
  • Current CompTIA Security+ certification.
  • No relocation assistance offered – must already reside in Germany/EU or arrange own transportation/residence permit/work visa.
  • Understanding of GIS concepts and terminology.
  • Experience with Esri ArcGIS software.
  • Coordinating and briefing U.S. DoD military personnel, Government employees, and international stakeholders.
  • GIS concepts, applications, and standards, including ESRI ArcGIS Pro, Portal for ArcGIS, and WMS, including U.S. DoD and NATO GIS and data standards.
  • Cartography concepts, terminology, and standards, including U.S. DoD and NATO mapping standards.
  • DoD IT and data management concepts, terminology, and security standards.
  • General computer skills (word processor, e‑mail, spreadsheets, etc.).
  • Experience with the Army’s Sustainable Range Program.
  • Experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data model.
  • Experience with Oracle, SQL, or other database management software.
  • Experience with Army IGI&S products and standards.
  • Experience with DoD enterprise geospatial data and systems.

Base pay offered may vary depending on job‑related knowledge, skills, and experience.

Pay Range: €60,000 – €62,000 EUR
