Overview
The Program Manager (PM) will provide executive-level leadership, direction, and oversight for the combined sustainment, enhancement, and modernization of the Air Force Recruiting Information Support System – Total Force (AFRISS-TF) and the Salesforce-based AFRISS Next-Generation (AFRISS-NG) recruiting platform. This role ensures seamless operational continuity across legacy and emerging platforms while driving innovation to support Air Force Recruiting Service (AFRS) strategic objectives.
Key Responsibilities
- Program Leadership & Oversight
- Lead a multidisciplinary team of 30+ staff in the sustainment of AFRISS-TF and the development/enhancement of AFRISS-NG.
- Provide strategic direction, aligning program execution with AFRS goals and mission requirements.
- Manage contract deliverables, performance reporting, and stakeholder communications in compliance with DoD and Air Force standards.
- System Sustainment & Transition
- Ensure uninterrupted operation and sustainment of AFRISS-TF, including system support, help desk services, incident management, and compliance with cybersecurity/ATO requirements.
- Oversee phased transition to AFRISS-NG, ensuring knowledge transfer, integration, and parallel operations until AFRISS-TF decommissioning.
- Development & Modernization
- Direct the enhancement of AFRISS-NG Salesforce CRM capabilities (Service Cloud, Experience Cloud, Marketing Cloud, CRM Analytics, and related integrations).
- Ensure agile, scalable, and secure development practices, with emphasis on DoD IL4/FedRAMP compliance.
- Stakeholder Engagement & Reporting
- Serve as the primary liaison with Air Force Recruiting Service leadership, program offices, and system users.
- Conduct weekly briefings, monthly maintenance reporting, and quarterly program management reviews.
- Drive process improvement initiatives, incorporating Lean/Agile practices to increase efficiency and user adoption.
- Experience
- 7+ years of progressive experience managing large-scale IT development and sustainment projects within the DoD, Air Force, or federal civilian agencies.
- Proven experience managing teams of 30+ personnel across multiple functional disciplines.
- Prior exposure to AFRISS-TF, AFRISS-NG, or equivalent DoD recruiting systems is highly desirable.
- Demonstrated success in system transition and parallel sustainment of legacy and next-generation IT systems.
- Certifications
- Project Management Professional (PMP) certification (required).
- Certified ScrumMaster (CSM) or equivalent Agile certification (preferred).
- Knowledge/Skills
- Expertise in Agile and Waterfall project management methodologies.
- Understanding of Salesforce Gov Cloud/Hyperforce capabilities and enterprise SaaS sustainment is highly desirable.
- Familiarity with DoD Risk Management Framework (RMF), Authority to Operate (ATO), cybersecurity standards, and Section 508 compliance.
- Strong leadership, communication, and stakeholder management skills.
Desired Attributes
- Experience with AFRISS platforms (TF and/or Next-Gen).
- Knowledge of Air Force or DoD recruiting service mission, structure, and operational challenges.
- Demonstrated ability to manage high-visibility IT programs with competing priorities, evolving requirements, and stringent operational standards.

- Active Public Trust or the ability to obtain and maintain one.
Salary Range:
The expected pay range for this position is up to $165,000k yearly. The pay rate will vary based on skills, experience, and location.
