Role Overview

The Senior CSA Engineer – Development will lead the design, planning, permitting, and delivery of civil, structural, and architectural (CSA) systems for developer-led hyperscale data center projects across Europe. This role involves creating technical designs, ensuring compliance with permitting requirements, and managing construction oversight. The successful candidate will ensure CSA systems meet CloudHQ standards, operate efficiently in mission-critical environments, and comply with regulatory and sustainability requirements.

The successful candidate will bring deep technical expertise, excellent project management capabilities, and strong leadership to ensure seamless coordination between permitting authorities, contractors, external consultants, and internal development teams.

Key Responsibilities

  • CSA Design & Development
    • Lead the concept design and detailed engineering of CSA features, including site preparation, foundation design, utility layouts, building structures, and architectural finishes.
    • Optimize designs for constructability, resilience, and efficiency, including load-bearing capabilities, vibration control, and acoustic management tailored to hyperscale environments.
    • Review technical documentation produced by design teams that aligns with project specifications and permitting requirements, including calculations for structural integrity, material specifications, and zoning allowances.
  • Permitting Compliance & Documentation
    • Manage all aspects of CSA-related permitting, including submission of technical designs to permitting authorities for approval.
    • Collaborate with municipalities and regulatory bodies to address queries, objections, and final certifications for construction execution.
    • Ensure all documentation meets local building codes, fire safety standards, and environmental sustainability requirements for data center construction.
    • Track permitting deadlines and approvals, liaising with project teams to ensure design deliverables align with permitting regulations.
  • Project Lifecycle Management
    • Collaborate with Pre-Development and Development teams to incorporate permitting requirements into early-stage master planning, feasibility studies, and risk mitigation strategies.
    • Review tender submissions and vendor proposals for civil, structural and architectural scopes, ensuring alignment with CSA specifications and permitting compliance.
    • Oversee CSA systems throughout development, addressing design conflicts, assessing consultant performance, and ensuring quality assurance.
  • Stakeholder Collaboration
    • Engage with permitting agencies to facilitate smooth submission, review, and resolution processes for all CSA-related applications.
    • Partner with architects, structural engineers, electrical engineers, and mechanical engineers to ensure CSA systems are fully integrated across overall facility designs.
    • Work directly with tenant teams to address specific architectural and structural requirements, ensuring space layouts, fire safety, and acoustic solutions meet tenant needs.
  • Compliance & Sustainability Standards
    • Ensure all designs adhere to European building codes, fire safety regulations, ISO standards, and environmental compliance protocols.
    • Incorporate green building practices, including low-impact materials, optimized energy layouts, and waste minimization strategies.
  • Technical Oversight & Continuous Improvement
    • Conduct detailed technical reviews of permitting documents, calculations, material specifications, and zoning impact assessments.
    • Research and introduce innovative construction methodologies, including modular building techniques and prefabricated structural components, to enhance efficiency and reduce project timelines.
    • Champion the use of advanced materials and sustainability solutions to improve structural resilience, reduce operational costs, and align with CloudHQ’s environmental objectives.

Required Skills & Experience

  • Proven ability to manage CSA permitting processes, including submission, modification, and resolution requirements for large-scale construction projects.
  • Experience working directly with regulators, municipalities, and permitting authorities to deliver smooth approval workflows and achieve project milestones.

Technical Capabilities in CSA Systems

  • Strong expertise in designing, implementing, and commissioning civil, structural, and architectural systems for mission-critical facilities, including data centers, industrial buildings, or similar large-scale infrastructure.
  • In-depth knowledge of ground-up structural solutions, including steel frames, concrete foundations, waterproofing, and façade systems.
  • Familiarity with geotechnical analysis, load calculations, and fire-resistant material specifications for high-capacity facilities.

Software & Tools

  • Proficiency in CSA and permitting-related tools, including:
  • AutoCAD and Revit for architectural and structural drafting.
  • STAAD Pro, SAP2000, or similar for structural analysis.
  • BIM platforms for design coordination and permitting documentation workflows.

Compliance Knowledge

  • Extensive knowledge of European building codes, fire safety regulations, and permitting practices applicable to CSA systems.
  • Strong understanding of environmental certifications, including ISO 14001 principles, and green building best practices.

Project Management Skills

  • Proven ability to manage CSA scopes across multiple concurrent infrastructure projects while coordinating permitting deliverables and timelines.
  • Expertise in preparing documentation, client reports, and compliance certifications for audits and regulatory bodies.

Soft Skills

  • Exceptional communication skills for presentations, regulatory discussions, and facilitating collaboration across multidisciplinary teams.
  • Leadership capabilities to mentor team members and promote technical excellence in developer-led projects.
  • Strong problem-solving abilities for addressing permitting challenges and ensuring technical alignment across all stakeholders.

Travel & Flexibility

Willingness to travel across European project locations for construction oversight, permitting discussions, and stakeholder meetings (up to 50% travel depending on project demands).

Preferred Qualifications

Education: Bachelor’s or Master’s Degree in Civil Engineering, Structural Engineering, Architecture, or a related technical discipline.

Certifications: Certification in permitting and development processes, such as ISTRUCTE, LEED AP, or equivalents.

Experience: Minimum 8–10 years of technical experience in CSA engineering roles, including permitting workflows for developer-led hyperscale projects.

Languages: English fluency required; fluency in German, French, or another European language preferred for regulatory and permitting engagements.
