TARP - Internal Opportunity (Non-Comp/VIOP). Permanent position within USACE.

USACE Organization: North Atlantic Division (NAD) - Europe District. Location: Wiesbaden, Germany.

Position Type: Permanent. This job opportunity is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. This opportunity is announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply. The Program may only be used for non-competitive placements including voluntary reassignments, promotions not-to-exceed 120 days, voluntary changes to lower grade, details, and deployment opportunities. Employees interested in permanent or temporary promotions longer than 120 days must apply through USAJOBS or other approved merit procedures. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP.

Who May Apply

This position is only open to current, permanent USACE employees with time-in-grade eligibility at the GS-13 level within one of the following Occupational Series: 0801, 0808, 0810, 0819, 0830, or 0850.

Anticipated Start Date

Assignment will begin on/about pay periods beginning in the 2nd Quarter of FY26.

Overseas Duty Location

Europe District Headquarters located in Wiesbaden, Germany OR Europe District Headquarters located in McCully Barracks, Germany.

Responsibilities

• Coordinating the activities of multiple Project Delivery Teams engaged in lifecycle project management of individual projects to ensure program objectives are met.
• Developing and implementing standard methods and procedures to be used throughout the district in managing multiple projects, funds, and customer expectations.
• Ensuring that design criteria and standard design guides, including changes, are promptly and efficiently implemented.
• Furnishing technical advice to the junior project managers on the proper procedures to follow in managing projects.
• Reviewing reasonableness of cost, conformance with criteria, and compliance with policies and procedures.
• Experience with SRM of Medical Facilities (Dental Clinics, Veterinary Clinics, Military Treatment Centers, and Hospitals) is strongly preferred.

• This position requires that the incumbent possess or obtain and maintain a valid state Driver's License to operate motor vehicles.
• Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
• May be eligible for situational telework.
• One-year trial/probationary period may be required.
• Relocation (PCS) expenses may be authorized (subject to budget) if in the best interests of the government.
• Submit a Confidential Financial Disclosure Report (OGE-450) upon entry and annually thereafter.
• Must obtain and maintain eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.

Overseas Position Details

• Overseas positions may have a tour limitation.
• You may be required to complete and sign DD Form 2365.
• Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction .
• Must satisfy the requirements of the 26 JUL12 DODI V1230 for DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
• Visit
• Must obtain and maintain a valid state driver’s license and USAREUR driver’s license.
• Must be willing and able to obtain and maintain a valid US Tourist and Official passport for the duration of employment.
