Overview

The Knowledge Management Engineer (KME) supports U.S. European Command’s (EUCOM) Knowledge Management team in delivering innovative, user-centered solutions that improve efficiency and decision-making, enhance information sharing, and streamline business processes. The KME applies technical expertise, customer engagement, and design thinking to develop and sustain enterprise KM tools and practices across multiple classification levels.

Responsibilities

KMEs work as a team to collaborate with USEUCOM staff to capture requirements, define use cases, and translate operational needs into solutions. They map processes, gather data, and analyze operations to identify inefficiencies and recommend improvements. Applying Lean, Agile, and design thinking methodologies, KMEs standardize KM best practices across directorates to improve efficiencies. The role includes developing and delivering training, workshops, and user guides to drive adoption of KM tools; serving as a trusted advisor to senior leaders and action officers; designing, implementing, and improving KM platforms and digital workflows to support EUCOM mission requirements. This involves developing SharePoint Online sites, lists, forms, permissions, and customizations; managing daily operations as Site Collection Administrators. KMEs build and sustain Power Platform applications, automated workflows, and Power BI dashboards to capture knowledge and enable data-driven decisions. The role integrates KM solutions with enterprise IT services while ensuring compliance with DoD data governance and cybersecurity standards, and maintains system documentation, process roadmaps, and lifecycle sustainment plans.

Required Qualifications

  • Active SECRET clearance with ability to obtain/maintain TS/SCI.
  • Ability to obtain a TESA visa in Germany – BA/BS + 5 years, AA/AS + 7 years, major cert + 9 years, or 11 years of specialized KM/IT experience.
  • Experience with custom developed Microsoft Power Apps / Model Driven Applications.
  • 5+ years in business process analysis/engineering, with proven experience in process mapping and improvement.
  • 5+ years administering SharePoint (2016/2019/Online), including site collections, page design, permissions, and troubleshooting.
  • Proficiency in Microsoft Office, Visio, Power BI, and workflow tools (Power Automate, SharePoint Designer).
  • Experience in KM or process reengineering in a military HQ or joint command environment.
  • Strong communication skills; able to brief senior leaders and work in a collaborative, fast-paced environment.
  • Demonstrated expertise in qualitative user research methods, including proficiency in conducting structured user interviews, developing interview guides, and applying techniques for uncovering user motivations and behaviors.
  • DoD 8570.1 IAT Level II certification.

Desired Qualifications

  • PMP, Lean Six Sigma, or business analysis certifications.
  • Experience with Agile development environments, including familiarity with ServiceNow, Confluence/JIRA, or similar KM platforms.
  • Knowledge of Joint Operational Planning and staff processes.
  • Familiarity with user research best practices from recognized sources such as Steve Portigal's "Interviewing Users," with experience translating interview findings into actionable insights and knowledge management systems that support product decision-making.

Pay Range: $82,700 - 173,900 USD
