Legal and social license to operate
Responsibilities
Support the strategic permitting for the operations within the base country under the supervision of the Director Sustainability of the sub-region, to assure the legal and social license to operate:
- Understand regulatory framework and trends. Influence and confirm permitting and licensing requirements.
- Play a pro-actively role in land use/zoning plan processes
- Conduct and/or coordinate environmental impact assessments or other studies to prepare permits or licenses. Understand the local environmental conditions in order to reduce adverse environmental impacts (water, biodiversity, emissions, waste & pollution and land use).
- Apply for permits and licenses in close collaboration with Operations
- Engage with key stakeholders such as authorities, NGOs, land owners, etc. throughout the entire permitting process and during the full operational lifecycle.
- Support operational teams in pro-active community engagement.
- Provide expertise to Operations in environmental impact reduction
- Support the Director or Manager Sustainability for the sub-region to provide input for global KPIs
Compliance & Risks
- Support the Director Sustainability of the sub-region and the Operations in environmental and sustainability compliance and risk management
- Identify, assess and map environmental and sustainability compliance issues and risks
- Train Operations on permit conditions and legal obligations
- Proactively work with Operations to meet regulatory compliance and to address/mitigate risks
- Identify environmental liabilities and propose proper actions
- Run and/or support in site audits
- Support the Director or Manager Sustainability sub-region to report on performance of the sites in scope of the base country
Closure Planning and Land Management
- Develop and update closure plans for the sites within the base country according to the Sibelco policy. Strive for continuous improvement of the plans.
- Execute, negotiate land acquisition, land disposal, creation and release of interests on land in close collaboration with Operations
Report progress on land acquisition and disposal to Sub-Region and Group
- Prepare and obtain forest and nature management plans (if legal requirement)
- Monitor land portfolio and identify/assess risks & opportunities (e.g. land for nature/forest compensation)
- Develop and maintain up-to-date overview of all land & lease contracts
- Support Operations in case of serious complaints/difficult questions of land users, tenants, lessees
- Provide input to Finance (BST) for land related taxes
- Support and follow up backfilling: studies, permitting, contracting, monitor compliance (external/internal standards)
- Collaborate to manage closed or mothballed sites from a sustainability perspective (e.g. after care obligations) and to prevent/limit liabilities or environmental harm.
- Provide input for GIS system (mapping of spatial data)
Environmental impacts
- Support to manage environmental impacts (CO2, water, waste, biodiversity and land use, pollutant emissions)
- Support environmental impact assessments and studies when legally required (see also responsibility license to operate)
- Implement global environmental programs and propose improvements when possible with the goal to reduce adverse impacts
- Provide input for global KPIs and programs
Stakeholder Engagement and Reputation
- Support in stakeholder engagement and reputation
- Provide input for sustainability communication (e.g. sustainability report,…) as well as for global KPIs
- Draft community and stakeholder engagement plans and discuss them with the Sustainability Director
- Collaborate with (local) authorities and other stakeholders such as politicians, neighbours, land owners, NGOs, etc.
