For Offenbach, Germany, we are seeking a Program Specialist (m/f/d)

The Program Specialist (m/f/d) is responsible for managing all aspects of the contractual and financial side of Building Solutions projects. This includes cost estimation, budgeting, procurement, contract administration, and ensuring that projects are completed within budget and to the required standards.

Key responsibilities

  • Prepare cost estimates, budgets, and tender documents.
  • Conduct feasibility studies and risk assessments.
  • Monitor project costs and provide regular financial reports.
  • Manage contracts and subcontracts, including negotiation and administration.
  • Evaluate and approve variations and change orders.
  • Liaise with clients, contractors, and consultants to ensure cost-effective project delivery.
  • Ensure compliance with legal and regulatory requirements.
  • Assist in dispute resolution and claims management.
  • Provide advice on procurement strategies and cost control measures.

Key skills and qualifications

  • Bachelor’s degree in Quantity Surveying, Construction Management, or a related field.
  • Professional accreditation (e.g., RICS, CIOB) is preferred.
  • 5+ years of experience in quantity surveying or cost management.
  • Strong knowledge of building automation, construction methods, materials, and legal regulations.
  • Proficiency in cost estimating software and MS Office Suite.
  • Strong negotiation and communication abilities in both German (C1) and Business English.
