Rail Rolling Stock Sector Engineer – based in Luxembourg
Join the European Investment Bank (EIB) as a Rail Rolling Stock Sector Engineer based in Luxembourg. This full‑time, permanent position (grade 5) requires regular office presence at our Luxembourg headquarters and offers relocation support.
The EIB is the European Union’s bank, and this role sits within the Projects Directorate (PJ) – Mobility Department (MOBILITY) – Mobile Assets and Deployment Division (MADE). You will be part of a dynamic team shaping the future of sustainable transport across Europe.
Accountabilities
- Shape the Future of Transport: Review new projects and programmes at an early stage to ensure alignment with the EIB’s Transport Lending Policy and other policy requirements.
- Assess Project Viability: Evaluate the technical and environmental aspects of transport projects, especially rail rolling stock, ensuring procurement processes, technical, regulatory, and operational standards are met.
- Work as a Team: Collaborate with economists to identify and manage technical risks, supporting the overall economic and financial assessment of projects.
- Oversee Project Progress: Monitor investments and programmes to ensure compliance with loan conditions and EIB policies during and after implementation.
- Protect the Bank’s Reputation: Work closely with monitoring teams to identify and address reputational or financial risks.
- Communicate Insights: Prepare clear, high‑quality reports summarising findings and supporting decision‑making.
- Support Decision‑Making: Provide technical input for documents used by the Bank’s decision‑making bodies.
- Advise and Build Capacity: Offer technical advice and support, draft terms of reference, and oversee external consultants.
- Collaborate Widely: Work with other EIB departments, the European Commission, international financial institutions, and industry associations on transport policy and sector questions.
- Stay Up to Date: Keep abreast of developments in rolling stock technologies, market trends, and regulations, supporting sector‑wide tasks.
- Contribute to Knowledge: Help produce sector studies, policy papers, and analyses in your areas of expertise.
- Represent the EIB: Represent the Bank at selected sector events, building relationships and sharing knowledge.
Qualifications
- University degree (minimum Master’s level) preferably in Engineering. A postgraduate qualification or professional experience in economics or transport planning is an asset.
- At least 5 years of relevant professional experience in transport, preferably in the railway rolling stock sector (e.g., procurement, manufacturing, operations, asset management, or technical advisory). Preferred experience includes project monitoring throughout the lifecycle with expertise in planning, design, construction, supervision, commissioning, procurement, contract management, operations or maintenance.
- Excellent knowledge of English and/or French, with a good command of the other language.
It Would Be An Advantage If You Have
- Experience or knowledge of other sectors covered by the division (e.g., car and truck fleets, shipping, aircraft, EV charging) and experience across multiple EU countries.
- Exposure to PPP / Project Finance, innovative funding structures, and private‑sector participation in transport projects.
- Good knowledge of relevant EU sector policies and regulations, and an understanding of the political and operational framework in which the Bank operates.
- Knowledge of German as a strong advantage; knowledge of other EU languages is also an advantage.
