NTU International A/S is leading a consortium for the implementation of the EIB funded project called Competitiveness Study to Support the Implementation of the Net Zero Valley Programme in Lusatia and is searching for experts to support the core team during the implementation of this project.

The overall objective of this assignment is for a consultant to carry out a Study, assessing region’s economic opportunities and challenges for the transition to a green economy and energy system based on renewables, focusing on the implementation of the Net Zero Valley programme.

Location: The location of the project is the Lusatia Region, Germany; Luxembourg, Luxembourg.

Duration: The intended start date is February 2026 and the services shall be provided for a period of 10 months from this date.

Qualifications and skills:

At least a bachelor’s degree (or equivalent professional qualification) in Mechanical, Chemical, or Environmental Engineering; Industrial Economics or Innovation Management; Environmental or Energy Policy. (minimum requirement)
Fluency in written and spoken English is required (CEFR C1) (minimum requirement)
Fluency in written and spoken German would be an asset.
Computer literacy (e.g., Microsoft Word, Excel, PowerPoint and MS Teams).
At least 10 years of experience in regional industrial policy focusing on energy projects or clean energy technology deployment. (minimum requirement)
Minimum 10 years of experience in at least two of the areas presented below (minimum requirement):

Regional energy innovation ecosystems;

Clean energy tech scale-up and industrial symbiosis.

Proven track record in designing and implementing regional transformation strategies, proven by at least one project in the past 5 years. (minimum requirement)
Experience working with public institutions, industry associations, and international donors, proven by at least one projects in the past 5 years (minimum requirement)
Knowledge of EU cohesion policy, Just Transition Mechanism, or similar frameworks will be considered an asset.
Experience working in Germany will be considered as an asset.
International experience will be considered as an asset.
