If you are building a career in research and evaluation of public policies relating to gender equality and non-discrimination, we may have the next role you have been looking for. We are one of the leading providers of research and analysis on gender equality and non-discrimination policy issues to the institutions of the European Union.

ICF has been supporting the development of European Union (EU) policies on gender and equality for fifteen years. Using the latest research and evaluation, we support the need of the European Commission, European Parliament and Agencies (like the European Institute for Gender Equality) to inform decisions on policies and programmes.

As a Senior Consultant you will help us build our programme of work in this area, working with the team to win, manage and deliver assignments that provide insight and advice to our clients. You will also be looking to grow into a leadership role, helping to shape the work we do, manage the team we build and help keep us at the forefront of our profession in the methodologies, models and tools that we use.

Your Main Responsibilities Will Include

  • Conduct comparative research and evaluation projects, using both qualitative (e.g. interviews, desk research, thematic analysis) and quantitative research methods (e.g. statistical analysis, data triangulation), under the supervision of a project director.
  • Assign work packages to project teams and external experts, and coordinate their activities, drawing on experience managing large, multi-country research teams.
  • Support project teams on methodological aspects, including quality assurance and validation of research findings.
  • Manage day-to-day relationships with clients and partners, including EU institutions, agencies, and civil society organisations.
  • Help to ensure delivery of project work within budget and to a high standard.
  • Lead tenders and reports on gender equality and non-discrimination issues for the European Commission, EU agencies, and other EU clients, including comparative analysis and case studies.
  • Collaborate closely with other project teams, external partners, and stakeholders, including facilitating workshops and interviews.
  • Provide line management support to team members, alongside project work.
  • Contribute to business strategy and development plans, including dissemination of research findings through publications and presentations.

The Successful Candidate Is Likely To Have

  • Master’s degree in political science, public policy, gender studies, social anthropology, or a related discipline.
  • Around 5 years’ work experience in research and evaluation of EU policies and programmes in gender equality and non-discrimination, including experience with institutional mechanisms and gender mainstreaming.
  • Strong qualitative and quantitative research and analytical skills, including experience with NVivo and statistical analysis tools (e.g. SPSS, STATA).
  • Exceptional writing skills, including editing, proofreading, and producing high-quality reports and publications for EU clients.
  • Excellent oral and written English; fluency in at least one additional European language.
  • Deep understanding of the European policy-making process and EU institutions.
  • Experience in coordinating multi-country gender equality research and managing institutional data collection and analysis.
  • Experience in stakeholder engagement, including organising and facilitating workshops, interviews, and events with diverse groups.
  • Highly developed interpersonal skills and self-motivation.
  • High level of attention to detail and accuracy.
  • Experience with Excel essential; experience with NVivo, SPSS, STATA, etc. an advantage.
  • Project management experience, including management of large project teams and quality assurance of deliverables.
  • Business development experience, including contributing to proposals and tenders.
