China Mobile International Europe Region is seeking an (Assistant) Human Resources & Administration Officer (m/f/x) to join our Europe HR team, with a primary focus on HR operations and HR systems coordination, and selective recruitment support for Hungary and Italy. While maintaining exposure to core HR activities, the position places greater emphasis on execution, coordination, and process efficiency.

Key Responsibilities

  • Provide recruitment and HR operation support for assigned countries (e.g. Hungary and Italy, etc), including process tracking and vendor coordination.
  • Act as an operational HR contact point across core HR activities for assigned countries, supporting process coordination and information flow.
  • Serve as the main coordination point for HRMS-related topics, including issue intake, tracking, follow-up, and closure.
  • Work closely with IT teams and external vendors to support HRMS issue resolution and continuous system improvement.
  • Identify and escalation sensitive, complex, or high‑risk matters to senior HR partners in a timely manner to ensure the overall implementation and effectiveness of HR programs in alignment with Group standards and directions, including maintaining human resource records and company organization charts.
  • Support day‑to‑day communication and coordination with external HR vendors and service providers.
  • Handle employee relations counseling, outplacement counseling and exit interviewing.
  • Assist with assigned HR projects, operational reporting, and ad‑hoc support as required.
  • Collaborate closely with the EU HR team across functions and geographies.
  • Responsible for work permit and visa application of employees.
  • Provide administrative support for any ad‑hoc duties in the office, such as office renovation & relocation, staff activity and act as a backup receptionist when necessary.

Core Requirements

  • 2 years of experience as an HR Generalist or in HR operations / recruitment.
  • Solid understanding of HR operational processes and service delivery.
  • Strong coordination, communication, and problem‑solving skills.
  • Ability to work effectively in a multicultural, international environment.
  • Fluent in German, English and Mandarin.

Skills as Advantage

  • Experience in the Telco and/or IT industry is an advantage.
  • Additional European language skills are advantages.
  • Basic skills in photo, video editing, or design are considered a plus.
