Associate Sanctions Analyst - based in Luxembourg

The EIB, the European Union's bank, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C), Office of the Group Chief Compliance Officer (GR&C‑OCCO), Group Compliance & Integrity Department (GCI), Sanctions and Exclusion Committee Secretariat Unit (SANC&ECS), at its headquarters in Luxembourg, a Associate Sanctions Analyst* .

This is a full‑time position at grade 4 for which the EIB offers a permanent contract.

Purpose

Support the development of the EIB Group’s Sanctions Compliance Programme and assist in regularly reviewing its quality, adequacy and effectiveness to help minimise legal and reputational risks for the Bank and its staff in relation to compliance with applicable Sanctions laws and regulations (including embargoes and trade restrictions). Act as a liaison between the front office and OCCO, maintaining constructive relationships with internal and external stakeholders. In monitoring the legal landscape, and advising Group staff accordingly, you will contribute to the development of the Sanctions Compliance Programme and, more broadly, support the EIB Group’s two‑fold role as both financial institution and EU body.

Operating Network

Reporting to the Head of Unit, you will interact with colleagues both within GR&C‑OCCO and in other Directorates, especially the two origination Directorates (Operations and EIB Global), and the Portfolio Management & Monitoring, Legal, Projects and Finance Directorates.

Accountabilities

• Assist in developing and maintaining tools, procedures, and processes to support compliance with EIB Group Sanctions Compliance Policy and EU, UN, US, and UK financial sanctions requirements.
• Support the continuous improvement of sanctions risk identification, mitigation, and reporting.
• Help coordinate internal control checks and contribute to investigations on sanctions‑related matters.
• Assist in defining internal control measures for cases of non‑conformity or business risk and provide input to senior staff as needed.
• Work closely with other Bank services to provide guidance to 1st and 2nd Line of Defence staff on implementing sanctions compliance policies and procedures.
• Support the review of cases escalated by the Bank’s services in line with 2nd Line of Defence procedures.
• Contribute to the development of other compliance frameworks within the Unit’s remit, including those related to regulatory requirements, risks, and governance.
• Support knowledge sharing with colleagues to enhance understanding of sanctions and compliance matters, helping to improve the quality of team outputs.
• Assist in addressing compliance issues as requested by senior management.
• Keep up to date with compliance and sanctions regulations, industry trends, and relevant news, and help analyse their implications for the Bank/Group.
• Support the promotion of cooperation and information sharing within the Directorate and across EIBG’s services, helping to raise awareness of relevant policies and procedures through training and communication.
• Take part in relevant conferences and working groups, if applicable, to help raise the EIBG’s profile.

Qualifications

• University degree (minimum an equivalent to a Bachelor’s) preferably in Law, Economics, Finance or Political Science, and to a post‑graduate level.
• At least 3 years of professional experience in areas related to international sanctions/restrictive measures.
• Knowledge and experience in sanctions compliance would be an asset.
• Knowledge of best banking practices in the field of sanctions.
• Knowledge of the Bank’s objectives, policies, procedures and organisation.
• Good communication and writing skills; the ability to convince others rather than resort to enforcement measures.
• Knowledge of standard computer tools and full proficiency in internet searches; knowledge of compliance‑related computer tools.
• Excellent knowledge of English and/or French (*) with a good command of the other. (Knowledge of other EU languages would be an advantage).

Language Note

The Bank offers appropriate training support. Unless stated explicitly as a required qualification, a good command of French is not a pre‑requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre‑requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
