Position Overview / Duties

Overseas Duty Location: Europe District Headquarters located at McCully Barracks, Germany. The U.S. Army Corps of Engineers, Europe District’s headquarters is part of the U.S. Army Garrison Wiesbaden community, situated on the northern bank of Germany’s Rhine River and an ideal location for exploring the area’s mountains, beaches, festivals, ancient cities, shopping and amazing museums within the local area. Eligibility

Duties

  • Maintain fiscal control over appropriations/programs assigned. Funding involves complex revolving funds and multiple‑year military appropriations, some of which include provisions for reimbursement and subprogram control.
  • Review expiring reimbursable orders and expiring direct funded line items; reprogram funds, initiate request for additional funds, extend expiration dates, or return year‑end unobligated balances.
  • Perform budgetary functions associated with the establishment and monitoring of income and expenditures for authorized missions. Review the budget for initial funding requests and requests for additional funds for ongoing missions.
  • Serve as a liaison between program managers and other staff offices connected with the budget process. Review estimates submitted by program managers for reasonableness and compliance with regulations.
  • Analyze budget requests and operating account balances in depth. Prepare a variety of reports covering estimated and actual status of funds, expenses, and obligations. Prepare monthly analysis of variations in actual vs. forecast obligations.

  • Must be able to obtain and maintain a no‑fee passport and visa, if authorized.
  • Must sign an overseas rotation agreement to return from the foreign area in 5 years unless otherwise extended or exempt.
  • A background investigation and credit check are required.
  • TDP (travel days per year) or business travel may be 25% or more of the time.
  • Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Certification Level 2

This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within 24 months. Certification requirements are outlined in Department of Defense Instruction .

Qualifications

Who May Apply: U.S. Citizens
To qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience: if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience – GS‑09 Level

  • One year of specialized experience which includes:
    1. Reviewing funds requests involving various appropriations and revolving fund accounts;
    2. Analyzing financial and budgetary data;
    3. Gathering data into a variety of fiscal reports.
  • OR Education: Master’s or equivalent graduate degree or 2 full years of progressively higher‑level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance or Accounting.
  • OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% (divide total months of experience by 12, then divide the total number of completed graduate semester hours beyond the first year by 18, add the two percentages).

Specialized Experience – GS‑11 Level

  • One year of specialized experience which includes:
    1. Compiling funds requests involving multiple appropriations and revolving fund accounts;
    2. Preparing a variety of fiscal reports covering estimated and actual status of funds, expenses, and obligations;
    3. Correlating large amounts of narrative and financial data to make recommendations on budget estimates, obligations, and allocations.
  • OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Finance or Accounting.
  • OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% (divide total months of experience by 12, then divide the total number of completed graduate semester hours beyond the second year by 18, add the two percentages).

Additional Information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • Medical and dental care may be provided by host nation providers; availability and level of care vary by location.
  • Pay retention may be offered to selected applicants for positions at overseas locations; not offered as an incentive for employees moving between overseas positions.
  • Selectees may receive foreign area benefits such as Living Quarters Allowance (LQA) or government quarters, home leave, etc.; eligibility determined at the time of hire per Department of State Standardized Regulation (DSSR) and DoDI volume 1250.
  • The initial length of this overseas tour is 36 months.
  • Multiple positions may be filled from this announcement.
  • When you perform a Civilian Permanent Change of Station (PCS) with the government, the IRS considers the majority of your entitlements to be taxable.
  • Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.
