About the project/Role description

The project is planning the expansion of theexisting Hamburg Refinery, by adding the following process units andfacilities: HVO Unit, pre-treatment Unit, tank farm balance (tanks partiallysupplied by others), interconnecting lines, new electrical substation andrack room, interconnecting cables between new substation building andexisting substation and control room.

Construction HSE Engineers (HSE), report to the HSMor, while they are the TCM HSE representative at site, they report to theSite Manager. They verify and ensures that all Field activities are performedaccording to the TCM HSE Policy, the regulations, standards and procedures,promoting all preventive and corrective action as required.

Duties and responsibilities

• Toperform the Job Hazardous Analysis (JHA) and participate to the JobSafety Analysis (JSA).
• Verifythe adequacy and application of the Site HSE Plan and all relatedprocedures, to the preparing any revisions.
• Toupdate the HSE documentation during all the construction phases whendeemed necessary.
• Tocheck that Subcontractors, perform their activities in accordance withall the HSE applicable procedures, regulation and standards, promotingall necessary action to ensure that the said procedures and regulationsare observed.
• Toorganize, plan and participate to periodical HSE walk around,Inspections and Audits on site, prepare all the relevant reports, actionplans, verify the follow up and the timely execution of the correctiveaction.
• Toorganize, coordinate and directly participate in the HSE Trainingactivities on site.
• Toorganize and participate to all relevant site HSE Meetings, prepare therelevant MOM.
• Toco-operate with the Client concerning the issue of any necessary workpermits.
• Toorganize in case of work accidents a full investigation of the event,finalized to the identification of corrective measure to avoidreoccurrence.
• Tokeep accident records, identifying the areas to which prevention must beaddressed.
• Toperform and or promote the indoctrination / training of personnel.
• Leadand coordinate the activities off the Site HSE Committee (composed byall Contractor and Subcontractors HSE Representative).
• Tolead and coordinate the site emergency response team and fireprevention/fighting team, organizing.
• Trainingand emergency drill mock activities.
• Toprepare the HSE section of the construction monthly progress report andother periodical report.
• Toprepare and update the Site HSE Statistics, verify the performanceversus the Project and corporate HS.
• Objective,Targets and performance indicators.
• Proposerecovery plan in case of mismatch.

Knowledge & Qualifications

• Knowledgeand familiarity with HSE recognized standards (i.e. ISO 45001, SSC,OSHA.)
• Knowledgeof local Health and Safety Legislation and Safety regulation
• Familiaritywith Risk Assessment and Risk Control Measures approach to theoperation.
• HighComputer skills and capacity to use fluently the main informatic tools.
• Germanand English fluent capability in writing and speaking.

Experience

• Atleast 5 years of experience as HSE Field Engineer or supervisor inindustrial construction works, preferred Oil & Gas.
• Appreciatedhigh level qualification in the HSE management (e.g. Nebosh, SiFa,etc.).
• Appreciateddegree in engineering or technical discipline.

Skills and Abilities

Adapted to work in diverse and multiculturalenvironment.

Able to work under time and target pressure.
