Summary

Overseas Duty Location: Europe District Headquarters located at McCully Barracks, Germany. The U.S. Army Corps of Engineers, Europe District’s headquarters is part of the U.S. Army Garrison Wiesbaden community, situated on the northern bank of Germany’s Rhine River. This location is ideal for exploring the mountains, beaches, festivals, ancient cities, shopping and amazing museums within the local area. Responsibilities

  • Serve as a team leader overseeing contract functions including issuing solicitations, evaluating proposals, negotiating contracts, and executing complex construction, Architect‑Engineer (A‑E) services, Foreign Military Sales, and other programs.
  • Lead other specialists in the performance of pre‑award contracting functions to procure large, complex construction programs or services where little or no contractual precedent exists.
  • Document contractor performance, cost controls, funds management, and quality control to ensure that the contractor is performing in accordance with the terms and conditions of the contract and standard operating procedures.
  • Advise customers on acquisition solutions and contracting tools and provide contracting technical responses. Participate in the negotiation of contracts and modifications.
  • Respond to internal and external audit reviews and assist auditors in collecting data. Respond to Congressional inquiries, formal protests, and Freedom of Information Act requests.

Conditions of Employment

  • One‑year probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Must comply with the Exceptional Family Member Program requirements as outlined in DoD Instruction .
  • Must be able to obtain and maintain a no‑fee passport and visa, if authorized.
  • Must sign an overseas rotation agreement to return from the foreign area in 5 years unless otherwise extended or exempt.
  • A background investigation and credit check are required.
  • Temporary Duty (TDY) or business travel may be 25% or more of the time.
  • Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.
  • This is a Defense Acquisition Workforce position. You must meet position requirements for professional career level certification in Contracting within 3 years of entrance on duty.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Qualifications

Basic Qualifications: Degree: Bachelor’s degree (or higher) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS‑1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)‑1102 on or before September 30, 2000.

  • Specialized Experience: One year of specialized experience which includes: (1) Executing the full range of contract functions including complex construction, Architect‑Engineer (A‑E), and services requirements; (2) Performing contract administration, to include pre‑award and post‑award functions; (3) Actively engaging with customers, contractors, and military and civilian leaders to assure integration of contracting efforts; and (4) Effectively leading individuals and/or teams to achieve mission requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS‑12).
