The Creative Circular Cities (CCC) project invites tenders from experienced experts or expert teams to develop the CCC Policy Roadmap for rolling out CCSI-driven local circular transition in the Baltic Sea Region. The assignment aims to produce a strategic, evidence-based and actionable policy framework that helps policymakers better integrate cultural and creative sectors and industries (CCSI) into circular economy strategies.
The selected expert will design the analytical framework for the roadmap, conduct comparative policy mapping across Baltic Sea Region countries, identify governance gaps and cross-sectoral challenges, and facilitate a multi-level consultation process with policymakers, ministries, local authorities and other stakeholders. The work will culminate in a concise policy-oriented roadmap accompanied by an executive summary and dissemination materials.
The total contract value is up to 15,000 EUR (including VAT). The assignment will run from March to October 2026, including analytical work, stakeholder consultations, and the production and presentation of the final roadmap at the CCC project final event in Riga.
Proposals should include a description of the methodological approach, relevant experience, organisational capacity, and a financial offer. The contract will be managed by the Northern Dimension Partnership on Culture (NDPC), a partner in the EU-funded Interreg Baltic Sea Region project Creative Circular Cities.
