The EIB, the European Union's bank, in the framework of its GRAD programme, is seeking to recruit for its Portfolio Management & Monitoring Directorate (PMM), Counterparty Management Department (CM), Non-EU Division (NEU), Neighbouring Countries Unit (NC) at its headquarters in Luxembourg, a Graduate – Portfolio Management, Public Sector non-EU. This is a full-time temporary position at grade GRAD. The term of this contract will be 2 years. Panel interviews are anticipated for April 2026.
As a Graduate in the Unit, you will carry out the regular monitoring of a portfolio of operations and counterparts assigned to you. With the support of senior colleagues within the Unit: (i) carry out the regular credit monitoring of a portfolio of Local Governments and Public Sector Entities in countries covered by the Unit, to contribute to an understanding of EIB exposure to risks and to identify breaches or contractual events; (ii) follow very closely projects’ implementation, also through regular monitoring missions with colleagues from PJ; (iii) act as the projects’ main point of contact, both internally and with clients, after the first disbursement; (iv) propose event resolutions for standard and complex post-signature events, thereby ensuring the stability and solidity of the Bank's portfolio of outstanding loans; and (v) play an active role in the disbursement process of the Bank (excluding the first disbursement).
As part of the Bank’s First Line of Defence, PMM monitors counterparts and financial contracts and acts on contractual events under its responsibility, as well as on distressed transactions to protect the EIB’s financial interest and reputation. The PMM/CM Department is responsible for the monitoring of financial institutions, corporates, public sector entities and sub‑sovereign authorities across all countries, both inside and outside the EU. The Department also plays an active role in the disbursement process of lending operations (excluding the first disbursement). The NEU Division is responsible, inter alia, for coverage of Financial Sector and Public Sector operations outside the EU. The NC Unit is responsible for Public Sector transactions with Local Governments and Public Sector Entities in EU Eastern & Southern Neighbourhoods, Western Balkans and Türkiye. Under the Three Line of Defence structure, PMM assumes a First Line role, and oversees handling all the existing business after the first disbursement.
Reporting to the Head of Unit, and with the support and guidance of more senior colleagues, you will cooperate closely with other Directorates across the Bank (Origination, Legal, Credit, Compliance, Finance, as well as the Joint Middle Office for Disbursements), with other Divisions in PMM, and with PMM staff located in EIB External Offices. You may also have contact with external counterparties, EU Delegations, and other transactions’ stakeholders including co‑lenders, agents, shareholders, borrowers, promoters, external consultants, sector experts, etc.
