Occupational Health Physician - based in Luxembourg

Organization and Position

The European Union's bank, the EIB, seeks to recruit an Occupational Health Physician for its Human Resources Directorate (HR), Occupational Health Service Unit (OHS) at its headquarters in Luxembourg. This is a full‑time temporary position at grade 5/6. Part‑time can be considered with a minimum of 60%. The term of this contract ends on 15th December 2026. Panel interviews are anticipated for May/June.

Purpose

In this role, you will monitor the health and safety of staff members by conducting internal occupational health assessments. You will also contribute to prevention and promotion of health at work initiatives and develop policies and actions, providing recommendations to HR management to fulfill the Bank’s duty of care. You may be called upon to advise on and help develop policies on Organisational Health, particularly in psychosocial and occupational risks.

Operating Network

You will report to the Head of the Occupational Health Service Unit. You will have regular contact with all staff and may interact with external contacts such as hospitals, clinics, laboratories, external doctors, and other EU institutions. The work requires on‑site presence at EIB premises.

Accountabilities – Main Duties

  • Carry out internal occupational health assessments and reintegration medical assessments.
  • Identify, prevent, and monitor occupational risks, focusing on psychosocial risks and mental health issues.
  • Execute pre‑employment medical assessments.
  • Maintain accurate and complete recording and reporting on the health services’ activities.

Additional Tasks (subject to capacity / availability)

  • Carry out Fitness for Travel assessments to fulfil the Bank’s commitments under the Overseas Security and Health Policy.
  • Provide travel health advice to staff going on missions to ensure timely and efficient responses and excellent customer service.
  • Provide emergency care to EIB Group staff.
  • Identify, prevent, and monitor occupational health problems.
  • Advise managers and HR staff regarding medical cases.
  • Contribute to the development, implementation, and communication of occupational health policies and procedures, supporting initiatives in prevention and health promotion programmes, stress, musculoskeletal and injury prevention, first aid, health education, public health epidemiology (incl. pandemics), smoking cessation, weight control, and screening for cardiovascular and other risks.
  • Liaise with responsible services in the Bank when medical adjustments are required (e.g., for staff with temporary or permanent reduced mobility).

Qualifications

  • Qualified physician in general medicine.
  • At least 5 years of relevant experience, ideally in occupational health; specialization in psychosocial risk prevention is a distinct advantage.
  • Good knowledge of mental health emergency response protocols.
  • Good knowledge of administrative policies and procedures governing medical file management.
  • Experience working in an administration is a plus.
  • Experience in developing health policies and/or programmes is advantageous.
  • Good knowledge of travel medicine and immunisation is a plus.
  • Respect for the absolute confidentiality of personal health data and discretion.
  • Interpersonal sensitivity.
  • Excellent knowledge of English and/or French, with a good command of the other. Knowledge of other EU languages is an advantage.

Eligibility and Diversity

Unless stated explicitly as a required qualification, a good command of French is not a pre‑requisite for hire. As both English and French are official working languages of the EIB, proficiency in both is a pre‑requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion. Proficiency is understood to mean the attainment of level 5 of the Inter‑Institutional language courses, corresponding to B1.2 of the CEFR. The Bank offers appropriate training support.
