Overview

Candidate must be working in this space for a Data Centre Organisation NOW or for a specialist Consultancy working within the Pre-Development Sector.

The Pre-Development Project Manager is primarily responsible for leading and managing the pre-development activities on our customers' German project(s). The Project Manager will interact on a daily basis with Engineers, Designers, Development Consultants, municipality and utility staff, and internal stakeholders in various departments including Corporate Real Estate, Development, Engineering, and Data Centre Operations staff.

We are seeking an ambitious, commercially astute Data Centre Pre-Development Project Manager to lead due diligence, entitlements, permitting, and early-stage campus development across major German projects.

The Position

As Pre-Development Project Manager, you will lead and manage all early-stage development activities across major German data centre projects. Working closely with engineers, designers, consultants, municipalities, utilities, and internal stakeholders across real estate, development, engineering, and operations, you will play a pivotal role in shaping campus strategy and preparing projects for successful delivery.

This is a highly visible position requiring strong written and verbal communication skills, commercial awareness, and the ability to operate confidently at executive level.

Key Responsibilities

  • Lead due diligence, entitlements, and permitting across multiple campus projects to enable new data centre development.
  • Develop and manage campus master-plans, including phased development strategies, infrastructure coordination, and capital budgets.
  • Provide clear monthly programme and project updates to senior leadership to support informed decision-making.
  • Identify and mitigate permitting, entitlement, and regulatory risks to maintain schedule and budget certainty.
  • Establish and manage due diligence and permitting schedules, ensuring internal and external teams deliver on time.
  • Draft scopes of work and lead consultant selection, vendor evaluation, contract negotiation, and cost alignment.
  • Create and monitor development budgets to ensure financial predictability and cash flow control.
  • Collaborate with sales and product teams to support client-driven solutions within defined programme and budget constraints.
  • Represent the business in meetings with regulatory authorities, agencies, and key external stakeholders.
  • Strengthen relationships that support long-term strategic growth and market leadership.
  • Contribute to continuous improvement of internal development processes and governance frameworks.

Key Requirements

  • 5+ years’ experience in real estate development, land acquisition, or complex infrastructure projects
  • Strong understanding of due diligence, zoning, permitting, and regulatory processes
  • Fluent German and English (essential)
  • Willingness to travel (up to 25%)
