Project Cost Control Engineer

Job Description

The Project Cost Control Engineer will support project teams by managing procurement activities, controlling project costs, forecasting budgets, and ensuring accurate financial tracking throughout the project lifecycle. The role involves close collaboration with project managers, procurement teams, finance, and suppliers to ensure cost efficiency, compliance, and timely project delivery.

Key Responsibilities

General Procurement Support

  • Prepare and manage Requests for Quotation (RFQs) for equipment and engineering services
  • Support creation and processing of purchase requisitions and purchase orders
  • Coordinate with procurement teams, buyers, and suppliers throughout the sourcing process
  • Assist project managers during the Statement of Work (SOW) process
  • Track Goods Receipt (GR), service entries, invoice verification, and resolve blocked invoices

Project Cost Control & Forecasting

  • Prepare and manage payment forecasts, including:
    • Support program-level forecasts based on inputs from project planners

Allocation of Funds (AoF) & Change Management

  • Support Allocation of Funds (AoF) activities, including:
    • Updating WBS structures as per funding documents
    • Creating and maintaining meeting notes

Funding & Documentation Support

  • Prepare and update Appropriation Request Letters (ARLs)
  • Maintain project documentation on SharePoint
  • Support stewardship reporting and internal control audits
  • Collect and provide required documentation for internal audits

Project Governance & Weekly Reviews

  • Conduct and support weekly project and finance review meetings
  • Maintain agendas, meeting minutes, and follow up actions

Fixed Asset Management

  • Analyze fixed asset registers
  • Support execution of:

Project Close Out Activities

  • Validate final cost estimates and reconciliations
  • Strong analytical and financial interpretation skills
  • Excellent attention to detail and cost tracking accuracy
  • Experience with large capital or construction projects (>€20M preferred)
  • Strong communication and stakeholder management skills

Technical Skills

  • Cost estimating tools (XCE Tool, Twenty5)
  • Project scheduling tools (Primavera, MS Project)
  • MS Excel, Power BI, and cloud based cost management platforms
  • Knowledge of procurement processes and P2P workflows
  • Familiarity with HOAI services

Education & Certifications

  • Bachelor's degree in engineering, Finance, or a related field
  • 5–8 years of experience in project cost control or project management
