Subcontractor Resource Development & Management Establish and maintain a comprehensive pool of offshore resources, including ports, installation vessels (e.g., jack-up vessels, heavy-lift vessels), lifting equipment, and offshore construction & maintenance service providers. Conduct pre-qualification of potential subcontractors, evaluating technical capabilities, HSE compliance, financial health, track record, and overall suitability for European offshore wind projects. Maintain an updated database of qualified subcontractors to support project planning and execution. Subcontracting Solution Review Review subcontractor-submitted technical and commercial proposals, including port storage and handling, marine transportation and installation (T&I), and offshore construction and maintenance services. Evaluate feasibility, risk, and cost-effectiveness to support strategic decision-making for subcontracting. Tendering & Commercial Negotiation Lead the RFQ/RFP process for offshore subcontractors, including preparation, issuance, evaluation, and award recommendations. Conduct commercial negotiations, focusing on key contract clauses, risk allocation, and cost optimization to ensure alignment with project and corporate objectives. Collaborate closely with project teams and legal/finance departments to finalize subcontracting agreements. Strategic Support & Continuous Improvement Support the development of offshore subcontracting strategy across Europe. Continuously improve subcontractor selection processes, evaluation criteria, and contract management practices based on lessons learned and market developments.
(Qualifications) Educational Background:
Degree in Naval Architecture and Ocean Engineering, Mechanical Engineering, Civil Engineering (Port, Waterway, and Coastal Engineering direction) or related fields Industry Experience:
Proven experience in offshore wind turbine installation, heavy lift of large offshore structures, or site management for offshore projects. Familiarity with European offshore standards and regulations Communication Skills:
Ability to translate complex technical requirements of wind turbines into actionable engineering language for subcontractors. Strong cross-cultural communication skills
