Scrum Master/ Product Owner

Overview

CACCI is looking for a Scrum Master / Product Owner to support U.S. European Command’s Knowledge Management team in delivering user‑centered solutions that improve decision‑making, enhance information sharing, and streamline business processes. The role applies technical expertise, customer engagement, and design thinking to develop and sustain enterprise KM tools and practices across multiple classification levels. The position focuses on managing backlogs, sprint planning, and release planning for multiple Software Sustainment systems, as well as managing customer expectations and requirements.

Responsibilities

• Facilitate Scrum and Agile (SAFe) ceremonies, including sprint planning, daily stand‑ups, sprint reviews, and retrospectives.
• Provide strategic technical leadership ensuring alignment with client needs and program goals.
• Support the team in maintaining a sustainable pace and improving delivery predictability through facilitation of team velocity, tracking and collecting Agile metrics for inclusion into program‑level metrics, removing impediments and proactively addressing blockers impacting team progress.
• Support backlog refinement and release planning activities in partnership with Product Owners and program leadership.
• Create meeting agendas and track after‑action items to closure for meetings as required.
• Facilitate team communications and update product stakeholders and staff as appropriate.
• Prepare briefings on product status for both CACI and Government leadership.
• Foster effective communication between the development team, Product Owner, stakeholders, and external organizations.
• Effectively document and manage customer expectations in a fast‑paced and fluid environment.
• Assist with the creation of contract deliverable documentation.

Qualifications

Required Qualifications

• Active SECRET clearance with ability to obtain/maintain TS/SCI.
• Ability to obtain a TESA visa in Germany – BA/BS + 5 years, AA/AS + 7 years, major cert + 9 years, OR 11 years of specialized KM/IT experience.
• 3 years’ experience managing IT projects using either Agile Scrum or Kanban methodologies in a military HQ or joint command environment.
• 5 years’ experience in software development, software engineering and/or IT system and network architecture supporting enterprise‑wide IT solutions.
• Must have Scrum Master certification.
• Experience with Agile development environments, including familiarity with ServiceNow, Confluence/JIRA, or similar KM platforms.
• Strong communication skills; able to brief senior leaders and work in a collaborative, fast‑paced environment.
• Demonstrated expertise in qualitative user research methods, including proficiency in conducting structured user interviews, developing interview guides, and applying techniques for uncovering user motivations and behaviors as outlined in established UX research frameworks.
• DoD 8570.1 IAT Level II certification. Ability to obtain Security+ within 90 days of hire.

• Experience using, deploying or supporting ServiceNow, Splunk or Tableau.
• ITILv4 Certification.

Pay Range
