Senior Mobility Specialist (m/f/d) – ESMC

European Semiconductor Manufacturing Company (ESMC) is a joint venture between four technology leaders, TSMC, Bosch, Infineon and NXP, to establish a state‑of‑the‑art semiconductor fab in the heart of Europe. ESMC represents our shared commitment to strengthening the European semiconductor ecosystem.

To help us build the foundation of our future fab in Dresden, we are looking for a highly motivated and passionate Senior Mobility Specialist (m/f/d).

This is a unique opportunity to build, optimise and lead complex international mobility programmes, ensuring our talent can move effortlessly across borders. As Senior Mobility Specialist you will define and drive ESMC’s international assignment and relocation processes, ensuring sustainable mobility operations in compliance with tax, social security and immigration regulations. This role involves providing strategic guidance and operational support to key stakeholders in HR as well as fostering collaboration across departments and vendors. International mobility is a key HR & people enabler and critical contributor to ESMC in Dresden.

Key Responsibilities

  1. Design, build, and continuously refine a robust mobility framework, establishing cutting‑edge SOPs, streamlined processes, and a high‑performing external vendor network that sets the standard for operational excellence.
  2. Lead end‑to‑end global relocations logistics for all international assignments (both Germany‑inbound and outbound), serving as the ultimate guardian of compliance with intricate tax, social security, and immigration regulations, particularly across Germany and Taiwan.
  3. Provide expert, proactive guidance and strategic advice to HR and business leaders, shaping optimal mobility policies and packages that facilitate successful international talent deployment and retention.
  4. Serve as the trusted senior point of contact, offering invaluable counsel and support to stakeholders at all levels – from HR and operations to our valued assignees – on all mobility‑related inquiries.
  5. Drive the flawless execution of complex long‑term assignments from Taiwan to Germany and critical training assignments from Germany to Taiwan (both mass and individual), by expertly managing and collaborating with immigration, tax compliance, and destination service providers.
  6. Take ownership of and skillfully resolve intricate queries and high‑level escalations, demonstrating your expertise and problem‑solving prowess.
  7. Generate reporting for local and global HR teams, maintaining meticulous tracking of international assignments in close partnership with our Corporate Mobility Management Division in Taiwan, to inform strategic planning.
  8. Collaborate seamlessly with local Finance, HR, and other key stakeholders to ensure efficient and compliant payment and expense management processes, adhering strictly to relevant policies.
  9. Proactively identify, critically review, and strategically enhance existing mobility processes, consistently driving innovative solutions that boost efficiency, effectiveness, and stakeholder satisfaction.
  10. Act as a vital link with the Corporate HR Team in Taiwan, ensuring local requirements are thoroughly understood, effectively addressed, and seamlessly integrated within TSMC’s overarching global policies and procedures.

Job Qualifications

  1. Bachelor’s degree in Human Resources, Business, Psychology, or a related field.
  2. 5–8 years of relevant HR working experience, minimum of 3 years specifically in HR mobility (ideally in an in‑house HR mobility role or mobility consultant).
  3. Proven expertise in relocation case and vendor management.
