Project Overview

KfW, on behalf of the German government, is currently implementing two phases of the project “Vocational Training in the Eastern Partnership,” with a total allocated budget of EUR 40.5 million. Complementing these efforts, the European Investment Bank (EIB) extended a loan amounting to EUR 58 million for the construction of 7 further CoEs. The objective of the project “Vocational Training in the Eastern Partnership” (phases I and II) is to establish CoEs providing labour market-relevant, high-quality, and practice-oriented vocational training and enhance the employability of graduates. The primary objective of this feasibility study (FS) is to provide a feasible project proposal for an FC-investment in developing VET institutions into Centers of Excellence (CoE). For this, the FS is to conduct an analysis of the current framework conditions within Ukraine’s vocational education and training (VET) sector and the labour market, with consideration of the ongoing impacts of the Russian aggression. This analysis will serve as the foundation for updating and refining the concept for transforming VET schools into CoEs in preparation for the upcoming Phase III of the Project Vocational training in the Eastern Partnership.

Expert Profiles

Team Leader (International)

• MSc (Education), MBA, or similar
• >5 years of professional experience in managing TVET projects
• >10 years international experience in managing complex donor-funded projects
• At least 1 project in the Post-Soviet Countries and/or Eastern Europe
• Experience in preparation of Feasibility Studies or similar project preparatory studies for FC and / or IFI funded projects in the TVET sector (three similar studies within the last five years)
• Excellent in written and spoken English

Deputy Team Leader (national)

• MSc Architect or Civil Engineer
• >7 years of professional experience in construction management and supervision; strong experience in energy efficiency in the building sector
• At least 1 project experience with IFI-funded projects
• At least one project experience in the region
• >5 years in TVET sector
• Excellent in written and spoken Ukrainian and English

TVET Expert (National / International)

• MSc (Education), MBA, or similar Professional experience
• >15 years in the TVET sector in a leading or teaching position at TVET schools with at least 1000 students and a minimum of 5 different professions
• Experience with IFI-funded projects
• >10 years of experience in managing TVET schools; HR and organizational development; curriculum development; training of trainers; dual education; experience with inclusion of veterans and vulnerable groups
• Excellent in written and spoken English

Energy Expert (International)

• Master’s degree (or similar) in energy management, energy engineering or electrical engineering
• >10 years of experience in energy sector in the field of conventional & renewable heat and power production technologies, centralized & decentralized energy systems as part of national energy strategy, experience in the field transmission and distribution technologies, knowledge of educational and advanced training measures for skilled workers and specialists in heat & power sector.
• Experience with IFI-funded projects
• >10 years of experience in analysing and planning of energy systems with deep understanding of related technologies and needs of skilled staff for construction, operation and maintenance
• Excellent in written and spoken English
