The Lower Saxony State Office for Construction and Real Estate (NLBL) oversees the seven construction offices of the Lower Saxony State Construction Management Agency. With approximately 360 employees, we are responsible for state and federal construction projects in Lower Saxony as well as for the management of state-owned real estate.
For our “ICT Application Support” division, we are seeking a permanent employee to join our Hannover office as soon as possible:

Your Responsibilities:
- Monitoring all systems of the HHV-Bau line-of-business application, including interfaces
- Ensuring the availability of the HHV-Bau production system and pre-processing procedures
- Test systems for the HHV-Bau line-of-business application:
- Integration system Development system
- Reference system Integration/development system for template creation and management
- Documentation system
- Training system
- Interfaces:
- Document server
- Form Server
- Excel Export
- Additional interfaces to various business processes.
- Development of concepts for the further development and modernization of the HHV business application, including its interfaces to other business systems. Management of related projects.
- IT support for the business side in all phases of software development
- Preparation of project documentation
- Direct point of contact for operational issues with the HHV-Bau specialized application
- Processing of service desk tickets (second-level support)
- Resolving defined cases
- Executing scripts provided by the development company
Your Profile:
- Bachelor’s or Diplom degree from a university of applied sciences in Applied Computer Science, Information Technology, Engineering Informatics, Technical Informatics, Business Informatics, Administrative Informatics, or a comparable field
- For civil servants: Qualification for Career Group 2, 1st entry-level position in the General Services field
- At least 2 years of professional experience based on the above-mentioned degree
Skills:
- Expertise in common, current operating systems
- Knowledge of client/server connections
- Network fundamentals
- Very good knowledge of databases (SQL/PLSQL, data analysis, monitoring, PostgreSQL, MS-SQL, MariaDB, etc.)
- At least 2 years of experience in project management
- At least 2 years of experience in agile software development processes
- Good knowledge of relevant programming and scripting languages
- Basic knowledge of Low-Code
- Good knowledge and experience in the Microsoft Server environment
- In-depth knowledge of ITIL processes
- Comprehensive knowledge in the development and support of ICT business processes (agile development, the XT process model, particularly in-depth content analysis of complex software requirements, use of version control software, and coordination with development and vendor companies at both the business and technical levels)
- Ability to work effectively in a team
- Business-level proficiency in German (Level C1) according to the Common European Framework of Reference for Languages
