Role Summary

The Bid Developer turns complex EU, NATO and national defence/security requirements into clear, persuasive proposal content tailored to institutional evaluators and operational end‑users. They support bids focused on military, defence, diplomacy and security communication programmes, as well as related technical and data services in Germany, Poland and Ukraine.

Key Responsibilities

• Analyse tender notices and RFPs from EU institutions, NATO agencies and national defence/foreign ministries to extract requirements, evaluation criteria and compliance obligations.
• Work with the Bid Manager to structure responses, storyboards and answer plans that reflect both political context and operational realities in defence and security environments.
• Draft high‑quality written content (technical approaches, implementation plans, key personnel, risk and security management, monitoring and evaluation) tailored to EU and NATO style and standards.
• Develop narratives for strategic communications, influence campaigns, training and capability‑building programmes that align with EU/NATO doctrine on information environment and resilience.
• Collaborate with technical specialists on platforms, data services and digital infrastructure (e.g. monitoring systems, analytical tools) to accurately describe solutions in plain, evaluable language.
• Adapt and localise reusable content for German, Polish and Ukrainian contexts, reflecting local institutional structures, military culture and policy priorities.
• Support quality and compliance checks (structures, annexes, security declarations, CV formats, past performance templates) ahead of submission.
• Maintain and update the bid content library with new EU/NATO‑grade case studies, war‑time and deterrence‑related initiatives, and technical delivery examples.
• Assist with pitch decks, oral presentations and clarifications, preparing concise slide copy and written responses for evaluation boards.

Experience And Skills

• 3–5 years’ experience as a bid writer or proposal developer for EU, NATO or national public‑sector clients, ideally in defence, security, foreign affairs or related consulting.
• Strong portfolio of successful written sections for technical or programme bids in sensitive or high‑risk environments.
• Excellent written English, with the ability to move between institutional and operational tone while remaining precise and compliant.
• Good understanding of current defence and security priorities in Germany, Poland and Ukraine, or strong motivation to build this quickly.
• Advantageous: working knowledge of German and/or Polish; any Ukrainian or Russian language skills welcome.
• Highly organised, rigorous and comfortable handling large, technical documents with many stakeholders.
• Strong sense of discretion and comfort working on politically sensitive topics within clear ethical and legal boundaries.
