Director, LATAM Carrier Relations

Lead and mentor a team of carrier relations specialists across LATAM
Partner with Sales and Product teams to analyze market trends and customer demand
Co-develop country-specific supply strategies for individual LATAM markets
Develop and maintain strategic relationships with regional and local carriers and suppliers
Negotiate cost-effective solutions, expand coverage, and optimize service delivery
Navigate local telecommunications regulations and policy changes
Adapt Twilio's supply strategy and maintain compliance across LATAM territories
Implement and monitor localized KPIs for supplier performance, route quality, and cost efficiency
Resolve regional carrier and supplier service issues as an escalation point
Minimize operational disruption and maintain high service reliability

Requirements

Minimum of 10 years in the telecommunications services industry, including at least 5 years in a leadership role managing carrier relations
Deep expertise in LATAM telecommunications markets, local carrier ecosystems, and regional regulatory environments
Proven experience collaborating with Sales and Go-To-Market teams to align infrastructure/supply strategy with revenue demand
Strong negotiation, influence, and communication skills in complex multi-country environments
Data-driven, analytical approach to decision-making and route optimization
Fluency in Spanish, English and Portuguese
Bachelor's degree in Telecommunications, Business Administration, or a related field is desired
Familiarity with core communication protocols and standards, including SS7, ISUP, MAP, and SIP, is desired
