Human Resources Manager

About the Role

Our client, a leading international EPC and construction company, is seeking an experienced HR Manager to support the delivery of major projects in Germany.

The successful candidate will be responsible for managing both local and expatriate personnel, ensuring compliance with German labour legislation while supporting project leadership with workforce planning, mobilization, employee relations, and HR operations.

Key Responsibilities

• Define and implement HR policies and procedures in accordance with company and project requirements.
• Support the Project Manager with workforce planning and personnel forecasting.
• Manage the mobilization of local and expatriate personnel, including: Work permits, Visa requirements, Travel arrangements, Accommodation, Insurance.
• Ensure successful onboarding and deployment of project personnel.
• Coordinate personnel demobilization and offboarding activities.
• Partner closely with recruitment teams to identify and onboard suitable candidates.
• Manage personnel logistics, rotations, leave schedules, and travel requests.
• Handle employee relations and disciplinary matters as required.
• Prepare payroll inputs and HR reports.
• Ensure compliance with German labour laws and company policies.
• Act as the main HR point of contact for employees and project leadership.
• Supervises and supports two HR resources located across project sites.

Requirements

• Fluent German and English (written and spoken).
• Strong experiecne in an HR Manager position.
• Strong knowledge of German labour legislation.
• Experience managing both local and expatriate workforces.
• Proven experience within either: Construction, EPC Projects, Infrastructure, Energy projects.
• Excellent communication and stakeholder management skills.
• Strong organizational and problem-solving skills.
• Able to work effectively in a fast-paced, project-driven environment.
• Experience supporting multinational project teams.
• Knowledge of workforce mobilization and personnel logistics.
• Experience working on large-scale industrial or energy projects.
