In view of the nature and urgency of the temporary positions we are looking to fill, it is important for candidates to be available for temporary employment on short notice. In practice, this implies either being in possession of a valid NATO security clearance at the time of application, having been in possession of such a clearance with the possibility to reactivate it swiftly, or already being in the process of obtaining a NATO security clearance that is expected to be granted shortly. We therefore only encourage applications for temporary positions from candidates who meet one of the above requirements.
This post is intended to bridge a gap to recruiting a project-linked 3-year post for which the successful candidate for this temporary post may also apply at a later date.
Post Context
Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).
The Support Directorate (SPT) is responsible for providing cross-functional expertise in Supply and Services, HNS Military Engineering (MILENG), Medical Support, Maintenance, CIS, Human Resources (HR) matters and Logistics Information Management.
The J6 Division is responsible for developing and implementing policy, plans and procedures for CIS and Information Assurance (IA). The Communications and Information Systems Branch is responsible for providing CIS as well as service status, spectrum and network management, implementing CIS engineering requirements for exercises and operations.
Principal Duties
- Support JSEC ICT transition from HN (Host Nation's) provided services to NCIA ICT services
- Provide advice to Branch Head CIS enablement
- Scope and planning of ICT components based on JSEC operational requirements for the short and beginning mid-term phase of JSEC's native NATO CIS implementation plan
- Risk Management: Identify bottlenecks and mitigating threats
- Coordination of ICT layout changes for staff moves during the construction phases of the legacy buildings
- Coordination with NCIA on technical requirements in preparation for infrastructure adaptations in legacy buildings
- Manages and process ICT requests
- Quality assurance for ICT adaptation of legacy buildings
- Managing the retrograde of HN (Host Nation's) ICT and services
- Plans and coordinates the retrograde of HN (Host Nation's) ICT in collaboration with JSEC MGMT and HN DEU
- Development and execution of project milestones
- Liaison with HN DEU with respect to ICT support
- POC for meetings with HN DEU ICT Stakeholders
- POC for meetings with Service Center BWI
- POC for meetings with the SHBA Ulm
- JSEC J6 Project Manager for NCIA projects related to ICT transition
- ICT POC for JSEC native CIS implementation plan (short and mid-term)
- POC for meetings with JSEC construction security office
Essential Qualifications
- University Degree and 4 years post-related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- Experience in Project Management
- Understanding of system infrastructure, software development lifecycles and data security
- Good English skills, SLP 3333 (Listening, Speaking, Reading and Writing). Note: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications
- German language skills preferred (SLP 2222 - limited working level)
Contract
- a. The selected candidate will initially be offered a contract of six (6) months, with the option of extending it to an additional up to six (6) months, subject to satisfactory performance and continued operational need.
- b. Salary: Gross monthly salary is EURO 9,184.09 which is subject to taxation. Temporary personnel are responsible for acquitting themselves of their responsibilities for the payment of taxes.
- c. Benefits package: Temporary Staff are covered by a benefit package which consists of pension contributions by the Organisation (12% of basic salary), medical and accident benefits (death and invalidity) provided under the NATO Group insurance contract, and paid leave of 2.5 days per month worked. For staff eligible under NATO rules, there is also a dependent child allowance and coverage for dependent children for medical benefits.
- d. It is a condition of employment that before a temporary staff member can be appointed, the Organisation must have received a security clearance certificate (minimum NATO Secret) from the government of the country or countries of which they are national.
