As part of continued investment in their offshore wind portfolio, they are seeking an experienced Lead Cost & Value Engineer to support one of Europe's most significant offshore wind developments.

The Opportunity An exciting opportunity has arisen for an experienced Lead Cost & Value Engineer to join a flagship offshore wind programme currently progressing through development and into delivery.

Working within a multidisciplinary project team, you will take ownership of cost engineering, value management and commercial cost assurance across the project lifecycle. You will be responsible for developing robust cost models, supporting investment decisions, monitoring project performance and identifying opportunities to optimise project value whilst maintaining programme, quality and technical objectives.

This is a strategic role offering significant exposure to senior project leadership and will play a key part in ensuring the successful commercial delivery of a major offshore wind development. The position offers flexible remote working, with regular collaboration from the Hamburg office and occasional travel to project and stakeholder locations.

Key Responsibilities

  • Develop and maintain detailed project cost estimates throughout all project phases.
  • Produce cost plans, budgets and lifecycle cost models.
  • Analyse cost performance and identify emerging trends.
  • Develop cost forecasts and estimate-at-completion reports.
  • Support financial planning and investment decision making. Value Engineering
  • Lead value engineering workshops throughout project development.
  • Identify opportunities to optimise capital expenditure whilst maintaining technical performance.
  • Challenge engineering solutions to maximise project value.
  • Evaluate alternative construction methodologies and procurement strategies.

Commercial Support

  • Work closely with Commercial, Procurement and Contracts teams.
  • Support tender evaluations from a cost engineering perspective.
  • Review contractor pricing submissions and cost breakdowns.
  • Benchmark supplier rates and project costs against market intelligence.
  • Support contract negotiations where required.

Cost Assurance

  • Validate project estimates and contractor submissions.
  • Ensure consistency across all project cost reporting.
  • Develop cost assurance processes and governance.
  • Maintain transparent cost assumptions and estimating methodologies.

Risk & Opportunity Management

  • Quantify project cost risks and opportunities.
  • Support quantitative risk analysis activities.
  • Monitor cost impacts arising from design development and project change.

Stakeholder Engagement

  • Present cost reports to Project Directors and senior leadership.
  • Support investment committee approvals.
  • Work collaboratively with Engineering, Project Controls, Procurement, Finance and Construction teams.
  • Provide commercial insight to support strategic project decisions.

Reporting

  • Develop project dashboards and KPIs.
  • Produce monthly project cost updates.
  • Maintain cost databases and benchmarking information.
  • Support governance reviews and investment approvals.

The successful candidate will demonstrate:

  • Significant experience within Cost Engineering, Cost Management or Value Engineering.
  • Experience delivering large capital projects within offshore wind, renewables, energy, infrastructure or major EPC programmes.
  • Strong understanding of project controls and cost management principles.
  • Experience developing project budgets and cost forecasts.
  • Demonstrable experience supporting major infrastructure projects through development and execution.
  • Strong commercial awareness with excellent analytical skills.
  • Experience working within multidisciplinary project environments.
  • Excellent stakeholder management and communication skills.

Qualifications

  • Degree qualified in Quantity Surveying, Engineering, Commercial Management, Project Controls, Finance or a related discipline.
  • Professional membership such as ACostE, RICS, ICE or equivalent is desirable.
  • Project Controls or Cost Engineering qualifications would be advantageous.
