PROCUREMENT ANALYST

Position Summary

USACE Europe District's Contracting Division is recruiting for a GS-12 Procurement Analyst whose primary responsibility is to serve as the District's Government Purchase Card (GPC) Program Agency/Organization Program Coordinator (A/OPC).

This announcement uses the DHA for Certain Personnel of the DoD Workforce and direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Basic Requirements

• Degree: Bachelor’s degree (or higher) from an accredited educational institution authorized to grant baccalaureate degrees.
• Exemption: You are exempt from the education requirements if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000.

Specialized Experience

• One year of specialized experience, including:
  • Advising on purchase card issues or procedures.
  • Providing training to stakeholders on purchase card policies and procedures and reviewing cardholder statements for compliance with policy.
  • Performing work conducting internal review and analysis for a wide range of contracts and contracting actions to identify issues and prepare written guidance.
