REQUEST FOR PROPOSAL GLOBAL PAYROLL SOLUTION

Overview

SOS Children’s Villages International (SOS CVI) seeks a qualified service provider to design, implement and operate a global payroll solution for its distributed workforce. The provider will support payroll across multiple legal entities, jurisdictions and labour‑law contexts while ensuring statutory compliance, audit readiness and operational transparency.

Scope of Services

• Deliver a global payroll solution capable of processing payroll for all SOS CVI legal entities and, where required, offering Employer of Record (EoR) services in jurisdictions without a local entity.
• Provide local statutory compliance support, payroll‑related filings and outputs for each jurisdiction.
• Offer payroll‑related employment administration, including final settlements and end‑of‑contract payroll elements.
• Support secure data exchange and integration with SOS CVI HR, finance, and reporting systems, including Microsoft Dynamics 365.
• Supply migration, implementation, and transition support, including country‑based rollout planning, parallel runs, cut‑over, training and post‑go‑live stabilisation.
• Maintain comprehensive reporting, audit trails, reconciliation and variance analysis to enable visibility at both local and consolidated levels.
• Provide a clear service delivery model, governance structure, support channels, escalation process, and business continuity arrangements.

Responsibilities

• Define and deliver the global payroll solution, ensuring compliance with local tax, social security, labour and data‑protection laws.
• Establish and maintain payroll data pipelines, workflows and validation rules to guarantee accurate and authorised payroll inputs.
• Perform payroll calculations in accordance with jurisdictional requirements, handling multi‑currency processing and varying pay frequencies.
• Generate and distribute payslips, payroll registers, statutory reports, payment files and accounting outputs.
• Provide ongoing post‑go‑live support for at least one year, including issue resolution, platform training and knowledge transfer.
• Manage identified risks, assumptions, dependencies and required client inputs throughout the transition.
• Coordinate with subcontractors or partners where necessary, maintaining accountability for performance and confidentiality.

Qualifications & Requirements

• Demonstrated experience in multi‑country payroll and/or Employer of Record services.
• Strong knowledge of tax, social security, statutory filing and compliance obligations across multiple jurisdictions.
• Experience with secure data integration and interface to enterprise systems, ideally Microsoft Dynamics 365.
• Capability to manage end‑to‑end payroll implementation, migration, and transition activities.
• Proven track record of delivering scalable, reliable payroll services to NGOs or international organisations.
