Position Overview
Job Title: Road Engineer (Road Infrastructure Division, Mobility Department, Projects Directorate).
Location: Luxembourg headquarters, regular office presence required.
Contract: Full‑time temporary, grade 5, 2 years.
Relocation support is offered.
Role Summary
The Road Engineer provides technical and environmental expertise to assess, monitor and advise on road transport infrastructure projects, ensuring EIB investments are technically sound, policy aligned and effectively implemented.
Accountabilities
- Assess new road transport projects for alignment with the EIB Transport Lending Policy and institutional requirements.
- Evaluate technical, environmental, procurement and operational aspects of projects to confirm quality and compliance.
- Monitor investment implementation, identify deviations and ensure adherence to EIB standards, loan conditions and timelines.
- Review procurement procedures and contractual arrangements to verify compliance with EU and EIB rules and ensure transparency.
- Identify and mitigate technical, environmental and implementation risks to safeguard project performance and EIB interests.
- Provide technical input across the project lifecycle: planning, design, construction, supervision, commissioning, operations or maintenance.
- Prepare clear and timely technical reports, notes and recommendations for internal decision‑making.
- Contribute to sector knowledge, thematic work and cross‑cutting initiatives within the transport domain.
Qualifications
- University degree (minimum Bachelor's) in Engineering or related field; postgraduate qualification and/or professional experience in economics or transport planning is an asset.
- At least 5 years of professional experience in the infrastructure sector, preferably in preparation and/or implementation of transport infrastructure projects in the road sector.
- Experience in technical or environmental project monitoring throughout the project lifecycle, with expertise in planning, design, construction, supervision, commissioning, procurement, contract management, operations or maintenance.
- Knowledge of other sectors covered by the division (car and truck fleets, shipping, aircraft, EV charging) and experience in multiple EU countries is an asset.
- Exposure to PPP / Project Finance, innovative funding structures and private sector participation in transport projects is an asset.
- Good knowledge of relevant EU sector policies and regulations and understanding of the political & operational framework in which the bank operates is an asset.
- Excellent knowledge of English and/or French, with a good command of the other language. Knowledge of additional EU languages is an advantage.
