Security Assistance Initiative Program Analyst

Provide analytical and decision‑making support for Security Assistance (SA) and Security Cooperation (SC) programs, including planning, prioritization, case lifecycle management, training, sustainment, and other SCO functions.

  • Develop and manage SA/SC initiatives, coordinating pre‑Letter of Request (LOR) activities, LORs, Letters of Offer and Acceptance (LOA), case development, and program execution.
  • Lead U.S. interagency and Allied and Partner Nation meetings to ensure program execution.
  • Manage correspondence related to Partner engagements, training events, program reviews, information papers, and routine correspondence.
  • Support Foreign Visit Requests and International Travel Orders as needed.
  • Maintain a working knowledge of the Arms Export Control Act (AECA), Foreign Assistance Act (FAA), annual appropriations acts, and International Trafficking in Arms Regulations (ITAR).

Qualifications

  • 7+ years of experience within U.S. Military, Civil, or Foreign Service.
  • 5+ years of program or project management experience.
  • Experience with SA and SC programs, planning processes, and related software tools.
  • Experience working with Allied and Partner Nations, the Department of War or State, and briefing senior leadership.
  • Proficiency in Microsoft Excel for large data sets.
  • Knowledge of Combatant Command Campaign Plans and Country Plans.
  • Strong ability to manage competing priorities under pressure.
  • Travel willingness up to 30% of the time.
  • Secret clearance.
  • Bachelor's degree.

Nice to Have

  • Experience with Office of Defense Cooperation, Security Cooperation Office, Combatant Command J5, or Foreign Area Officer.
  • Experience with U.S. MILDEP, Implementing Agency, PEO, or DSCA.
  • Experience with SC Information Portal (SCIP).
  • Experience with Foreign Military Sales (FMS) case lifecycle management.
  • TS/SCI clearance.
  • Security Cooperation Workforce certification.

Clearance

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Compensation

Salary range: $86,800.00 to $198,000.00 (annualized USD). Benefits include health, life, disability, financial, and retirement benefits, paid leave, professional development, tuition assistance, work‑life programs, and dependent care.
