(Senior) Manager, Government Affairs Europe

Position Summary

Working in a matrix with the Vice President, EU Public Affairs & Operations (supervisor), and other senior staff, the Manager, Government Affairs Europe will work to raise the profile of plasma protein therapeutics industry among policymakers in Germany and other European countries as assigned, toward the establishment of tailored health policies for industry, and focusing on the well‑being of patients and donors.

Develop and implement advocacy efforts primarily at national level to advance policies that recognise the unique nature of plasma‑derived medicinal products and their complex plasma ecosystem. Drive evidence‑based engagement with policymakers and stakeholders to support differentiated legislative, regulatory, healthcare, industrial and economic frameworks that improve patient access to life‑saving therapies, strengthen supply continuity and resilience, encourage sustainable plasma collection, and enhance Europe’s long‑term competitiveness in the life sciences sector.

Duties and Responsibilities

  • Become thoroughly familiar with the substance and strategy regarding all PPTA health policy priorities.
  • Collaborate with the supervisor and other senior staff to develop and implement advocacy strategies specifically in Germany.
  • Manage the activities of PPTA in Germany and support the PPTA German Working Group:
  • Staff liaison to the Working Group.
  • Co‑create and implement strategies on advocacy and outreach with the members of the working group and in alignment with PPTA’s global and European strategies.
  • Handle administrative activity related to the PPTA Germany entity.
  • Positively impact national policies impacting patient and physician access to and choice of life‑saving plasma proteins therapies.
  • Identify, develop, and maintain partnerships with key policy makers.
  • Monitor policy activity, develop, and implement advocacy plan with team.
  • Collaborate with the team to develop and communicate key messages to stakeholders (patients, physicians, national industry associations, researchers, others).
  • Develop and maintain partnerships with patient advocacy groups to understand their needs and positions related to access to care.
  • Manage relations and activity with contractors – experts in Germany and other European countries as assigned.
  • Co‑develop and coordinate public affairs (including communications) work, monitor policy development to advance PPTA’s work in coordination with senior PPTA staff and local experts.

Qualifications/Profile

  • University Degree in political sciences, public affairs, law, pharmacy, medicine, biotechnology or other if deemed relevant.
  • At least five (5) years of experience in public affairs or political advocacy role, ideally in the German health care, pharmaceutical or biotechnology sector.
  • Familiarity with German parliament and health authorities.
  • Experience in building relationships with key healthcare policy stakeholder groups.
  • Experience in developing partnerships with internal and external stakeholders.
  • Applicants must have native‑level proficiency in German, with professional working proficiency of English.
  • Professional working proficiency in French, Czech or Hungarian, is a plus.
  • Strategic thinker.
  • Excellent interpersonal skills.
  • Excellent skills in teamwork and collective decision making while also able to work independently.
  • Superior written and verbal communication skills in German and English.
  • Leadership and proactivity in identifying outreach and communications channels and opportunities.
  • Flexibility and adaptability.
  • Willingness to travel, up to 50%, and availability for occasional work outside of regular office hours.
