Amazon’s Data Centers are industry leading examples of innovation in security, safety, space utilization, efficiency, and cost effectiveness. We are the global team responsible for the construction of the Amazon owned sites. The EMEA Data Center Construction team is looking for a Senior Pre-Construction Manager to serve as the primary liaison between Real Estate, Design Engineering, Construction and other critical partner teams during initial planning, conceptual design and design development; providing cost, schedule, and constructibility guidance.

Our Pre-Construction Managers are on the forefront of creating and delivering the most innovative products to our customers and are known for changing the face of cloud computing. As a Pre-Construction Manager you will support the development and implementation of design standards across regional construction programs and will create and release high quality, consistent documentation for processes, standards and procedures. Our goal is to find the candidate that has highly developed critical facility Pre-Construction knowledge coupled with extensive practical construction experience to drive standards in this essential part of our delivery process.

If you have experience driving global Pre-Construction standards, bid documents, specifications and general requirements to describe all the elements of a construction project and working within a broad design and construction infrastructure environment, then this could be your role!

Key job responsibilities

  • Represent AWS in ensuring the on time and in budget execution of Amazon projects, while strategically improving processes, costs, quality, H&S, and sustainability performance.
  • Lead and mentor large cross-functional teams as an expert technical and project management resource to complete construction projects and motivate people at all levels to deliver.
  • Drive significant communication across departments, to frontline and executive level managers, serving as an authority on project issues.
  • Leverage experience and tools to identify gaps in project plans and propose solutions.
  • Understand and negotiate terms of contracts with developers, contractors and consultants, representing AWS interests. Tasks may include site validation, due diligence and risk analysis, design management, contract/lease and cost negotiations, stakeholder and vendor management.
  • Act as the primary escalation point for evaluating feasibility of potential future projects and pre-development actions; own and track issues to ensure they are addressed, documented, and resolved.
  • Lead negotiations with general contractors and internal procurement partners; evaluate bids/proposals/claims with detail and accuracy; report key construction/commercial metrics (schedule, cost, budget).
  • Review and provide input into global standards and data center template designs.
  • Independently support, oversee and manage complex, cross-functional Data Center projects from site selection, permitting and contract execution; keep stakeholders informed and build trust in working relationships.
  • Drive scope progress by making crisp, timely decisions, clearing blockers, and escalating as needed.
  • Collaborate with internal/external teams including real estate, design engineering, construction, finance, architects, engineers, permitting agencies, developers and landlords to secure resources, scope infrastructure builds, set priorities and milestones, and drive results.
  • Conduct negotiations with general contractors and participate in pricing reviews for scope inclusions/exclusions; negotiate the cost of work with developers, general contractors and design consultants.
  • Evaluate due diligences, schedule tracking, and identify factors that may impede successful project hand-overs to Amazon stakeholders.
  • Insist on high standards, drive accountability for results, and provide coaching and disciplinary actions as needed.

Basic Qualifications

  • Professional fluency in Arabic, German + English
  • Extensive experience in mission critical facilities (design, pre-construction, scheduling, construction and commissioning), or equivalent
  • Knowledge of civil, electric and mechanical engineering principles
  • Knowledge of critical data center equipment (Generators, Uninterruptible Power Supplies, Switchgear, Transformers, Power Feeders, Chillers, Plumbing, Fire Detection/Suppression, Air Handling Units, Computer Room Air Handling/Conditioning Units, UPS, CRAH, CRAC)
  • Ability to travel ~40% of your time

Preferred Qualifications

  • 7+ years of experience in Construction Site Management conducting negotiations with general contractors and evaluate bids/proposals with detail and accuracy
  • Professional certification, such as CCM, PMP, AC or CPC
  • Additional knowledge of other languages will be appreciated
  • Bachelor's degree in Construction Project Management, Architecture, Engineering, related field or equivalent trade certification
