Directs and supervises the law enforcement staff directly or indirectly through subordinate supervisors performing the various police functions.
Develops law enforcement programs and operating plans for the installation and is responsible for planning, supervising, and managing the operations of the division.
Advises top-level installation managers on police department issues impacting them and develops acceptable solutions to problems.
Identifies problem areas and makes necessary changes in policies and procedures to correct deficiencies and to meet short and long range objectives.
Plans for current and long-range operations based on workload trends and projected requirements.
Reviews inspections reports and studies made by higher echelons and implements corrective action or makes recommendations to resolve areas of contention.
Performs periodic and special statistical, financial and productivity analysis and evaluations of the short and long range requirements for and use of the Police Department resources.
Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction .
Must be able to satisfy the requirements of the 26JUL12 DoD Instruction (DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights).
Direct deposit of pay is required.
U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
Position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
This position is a Testing Designated Position (TDP), subject to pre-employment and random drug testing to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
Position has been designated "Mission Essential" in the event of severe weather conditions or other such emergency type situations; the incumbent is required to report to work or remain at work.
Must qualify/remain qualified for the Individual Reliability Program (IRP).
This position is covered by the Domestic Violence Misdemeanor Amendment (Lautenberg Amendment) of the Gun Control Act; you will be required to sign a DD-Form-2760 and meet qualifications to possess firearms or ammunition.
This position requires a valid state-issued and USAREUR Driver's License and must be insurable to travel to other locations in the Command's structure.
Incumbent must have graduated from the United States Army Civilian Police Academy, unless exempt or grandfathered.
Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
A one year probation to assess supervisory ability is required unless previously completed.
This is an Emergency-Essential position, required to remain in the overseas area in the event of hostilities or mobilization until relieved by the proper authority.
Must obtain a medical clearance before permission is granted to take the Physical Agility Test (PAT); meet manual dexterity, vision and hearing test; pass the annual PAT and periodic examinations.
Must wear the DACP/SG uniform, chemical protection equipment and maintain a high state of appearance and hygiene.
This position requires Temporary Duty (TDY) or business travel approximately 10% of the time away from your permanent duty station.

Specialized Experience : One year of specialized experience which includes: developing law enforcement operating plans for the organization; adjusting police operations as required by mission; advising leadership on law enforcement issues and related programs; and leading law enforcement staff performing the various police functions for the organization. This definition is typical of work at the next lower federal grade/level (GS-11).
Education : Some federal jobs allow substitution of education for experience; for this job, experience is required; substitution is not permitted.
