Risk Officer

Description

As a leading bank from Taiwan in international banking, First Commercial Bank, Ltd. has a presence in more than 11 countries with over 30 overseas branches worldwide. To expand our global banking services, our Frankfurt Branch in Germany has started operations in 2023. We are seeking a qualified Risk Officer for our Risk Management Department to establish a sound risk management framework.

Responsibilities

• Support the Deputy Manager (“DM4”) of the Risk Department in managing the Branch’s risk functions, including identifying, measuring, managing, and monitoring risks such as credit, market, liquidity, operational, and ESG risks, in accordance with MaRisk requirements.
• Maintain and update the risk inventory and risk appetite statement.
• Calculate risk bearing capacity from normative and economic perspectives and prepare RTF reports.
• Develop stress scenarios and conduct regular stress tests, including mandatory LSI stress testing.
• Perform back testing or validation for ICAAP and related models.
• Assist in overall risk control reporting and compliance with the Branch’s Risk Management Policy & Procedures and Risk Strategy.
• Enhance liquidity management to ensure compliance with regulatory capital and liquidity requirements, including LCR and NSFR.
• Prepare quarterly IRRBB reports using the software “THINC” developed by MSG AG.
• Ensure compliance with credit criteria and decision rules.
• Identify risks or weaknesses in the risk management framework, communicate concerns, and propose remediation actions.
• Prepare data and disclosures for Pillar III, including ESG risk disclosures.
• Organize Risk Management Committee meetings and document minutes.
• Review and update relevant policies, procedures, and corporate documents.
• Stay informed about the latest regulatory requirements related to risk management.

Candidate Profile

• University degree or equivalent in banking or finance-related fields.
• Minimum of 2 years banking experience in risk management.
• Experience in calculating and analyzing risk bearing capacity; experience in preparing RTF reports is a plus.
• Strong communication skills and a team player attitude.
• Knowledge of regulatory risk management requirements.
• Hold a long-term German work permit.
• Ability to work in a multicultural environment with colleagues from diverse backgrounds.
• Fluent in German and English.
