Overview
Established in 1951, IOM is a related organization of the United Nations and functions as the leading UN agency in the field of migration, working closely with governmental, intergovernmental, and non‑governmental partners to promote humane and orderly migration.
Context
The Displacement Tracking Matrix (DTM) gathers and analyzes data to provide critical, multi‑layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations, enabling decision‑makers and responders to offer better context‑specific assistance. The DTM Support Team, based at headquarters, provides expertise in operations, coordination, methodology, mapping, GIS, statistical analysis, database and application system development, and data and information management.
Responsibilities
- Support the development and maintenance of the global DTM websites (globaldtm.info , displacement.iom.int , and migration.iom.int ), ensuring functionality under bandwidth constraints, device compatibility, integration of innovative services, and interoperability with other DTM global technology components, especially the Central Data Warehouse (CDW).
- Contribute to the development and implementation of auxiliary systems or extensions to the DTM global websites and technology components, including application programming interfaces (APIs) for data exchange and SOLR for faceted search, real‑time indexing, dynamic clustering, and rich document handling.
- Develop and implement other web‑based online systems for DTM global and field implementation as required.
- Consult with DTM support team members at headquarters and relevant field staff to support the design of user interface requirements, workflows, and functionalities, and prepare wireframes, storyboards, and prototypes as needed.
- In coordination with the ICT unit, support back‑end ICT infrastructure management tasks related to the implementation of the DTM websites, ensuring security and data protection.
- Research, identify, and suggest enhancements to keep support systems current and leverage technological improvements for better performance.
- Prepare system and functional documentation and user manuals; support the delivery of trainings to DTM and other relevant staff on system use, administration, and maintenance.
- Provide technical support, on‑site or remotely, to DTM field implementation to address web‑based application needs.
- Apply IOM’s data protection principles, data governance policy, and data management best practices in the implementation of DTM websites and related systems.
- Perform any other duties as assigned.
Qualifications
Education
- Master’s degree in Information Management, Computer Science, or a related field from an accredited institution and two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Previous experience in web development for DTM field implementation.
- Experience using the latest web development technologies.
- Experience in graphic design and application of user experience and user interface design principles.
Skills
- Knowledge of HTML, CSS, and JavaScript.
- Working knowledge of Bootstrap, jQuery, and AngularJS.
- Knowledge of industry‑standard design tools such as Adobe Photoshop, Illustrator, and Dreamweaver.
Languages
All staff members are required to speak one of IOM’s official languages: English, French, or Spanish. Fluency in English is required for this position (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an advantage.
