State & Municipal Policy & Business Enablement Lead (f/m/d) - Germany

Key Responsibilities:

Program Development & Strategic Execution:

• Support SAP’s sites in Germany in their relations to the local administrations and State Governments
• Coordinate and build up SAP’s political network between States, Federal and European level
• Support our local Sales Teams in their engagements with States and municipalities

Political Landscape Analysis & Prioritization:

• Map political landscapes, stakeholders and local networks
• Develop tailored engagement plans, pilot initiatives and outreach strategies at state and municipal level

Stakeholder Engagement & Campaign Management:

• Coordinate cross-functional stakeholders to align on priorities and execution
• Lead briefings, events, targeted campaigns and coalition-building initiatives
• Build and maintain strong relationships across regional political ecosystems

Impact Tracking & Strategic Alignment:

• Track and measure outcomes to ensure policy engagement translates into commercial and strategic impact
• Act as primary advisor on state-level dynamics, ensuring insights inform and shape federal and EU strategies

What you bring:

• Provenpolitical experience at state level within Germany, with an established network across state or municipal administration
• Strong understanding of regional decision-making processes, public procurement frameworks and the intersection of policy and commercial objectives
• Demonstrated ability to translate business priorities into compelling policy positions and scalable pilot initiatives
• Excellent stakeholder management, briefing and negotiation skills, with experience engaging cross-functional teams and senior leadership
• Experience in municipal engagement, open-source policy or public-sector technology programs is a plus
• Fluent German and strong English skills (written and spoken)
• Pragmatic, politically astute and results-driven mindset
