Founded locally in 1911, the Northern California & Northern Nevada affiliate of Volunteers of America (VOA-NCNN) is one of the largest providers of social services in the region, operating more than 40 programs including housing, employment services, substance abuse, and recovery services to families, individuals, veterans, seniors, and youth. In fact, VOA-NCNN provides shelter or housing to over 3,500 men, women, and children every night.

PROGRAM AND LOCATION: VOA-NCNN, a Certified Great Place to Work, is recruiting for a full-time Information Technology Manager. This is a hybrid work model combining remote work with regular onsite presence at the Sacramento headquarters located at 3434 Marconi Avenue, Sacramento, CA 95821. Full-time employees (working 30 or more hours a week) are eligible for a benefits package that includes paid holidays, vacation, sick pay, health, dental, vision, life, and short-term disability insurance coverage.

Responsibilities

POSITION SUMMARY:

The Information Technology (IT) Manager is a strategic and hands‑on technology leader responsible for all aspects of VOA NCNN's information technology infrastructure, security, and operations. This role serves as the organization's Security Officer and provides critical technology leadership supporting our mission to transform lives across Northern California and Northern Nevada. The IT Manager will oversee Microsoft 365/Entra environments, lead infrastructure and cybersecurity initiatives, support mission‑critical enterprise systems including EHR, HRIS, and accounting platforms, and manage the IT team while ensuring technology enables our staff to deliver compassionate, effective services to vulnerable populations. This position embodies VOA NCNN's core values through flexible problem‑solving, passionate commitment to organizational impact, and loving service that ensures technology never becomes a barrier to helping those in need. The IT Manager will work closely with the IT Director and executive leadership to align technology strategy with organizational goals while maintaining hands‑on involvement in day‑to‑day operations.

OBJECTIVES/ACTIVITIES:

A. Leadership and Strategic Planning

Provide strategic technology leadership and vision to the IT Director and executive team, developing and implementing multi‑year technology roadmaps aligned with organizational mission and program growth.
Lead the IT department in delivering reliable, secure, and efficient technology services that enable VOA NCNN's 400+ employees to serve over 3,500 individuals daily.
Develop and present comprehensive technology plans, status reports, and recommendations to leadership and executive teams on emerging technologies, cybersecurity threats, and infrastructure improvements.
Manage IT department budget, forecasting technology needs and optimizing costs while ensuring adequate resources for critical infrastructure and security initiatives.

B. Infrastructure and Cloud Environment Management

Lead the design, implementation, and ongoing management of on‑premise and cloud‑based IT infrastructure supporting VOA NCNN programs across Northern California and Northern Nevada.
Oversee Microsoft 365/Entra (Azure AD) environment, including user administration, license management, security configurations, and integration with productivity and collaboration tools.
Manage hybrid Active Directory environments, ensuring seamless authentication, authorization, and identity management across cloud and on‑premise systems.
Maintain and optimize network infrastructure, server systems, storage solutions, and backup/disaster recovery capabilities to ensure 99.9% uptime for critical services.
Coordinate telecommunications systems including voice, video, and unified communications platforms to support hybrid work arrangements across Sacramento and Reno offices.

C. Cybersecurity and Compliance (Security Officer Role)

Serve as the organization's designated Security Officer, developing and enforcing comprehensive cybersecurity policies, standards, and procedures to protect organizational data and technology assets.
Ensure compliance with relevant regulations and standards including HIPAA, HITECH, 42 CFR Part 2, HUD data security requirements, and nonprofit sector best practices.
Implement and maintain security frameworks including endpoint protection, email security, multi‑factor authentication, security awareness training, and incident response capabilities.
Conduct risk assessments, vulnerability management, and security audits; coordinate penetration testing and remediation activities to maintain strong security posture.
Lead incident response and business continuity planning efforts, ensuring rapid recovery from security events or system disruptions.
Coordinate IT audits and compliance reviews, providing documentation and evidence of security controls to auditors, funders, and regulatory bodies.

D. Enterprise Systems Support

Oversee support and optimization of the Electronic Health Records (EHR) system, ensuring reliable performance, data integrity, security compliance, and effective integration with other clinical and administrative systems.
Support Human Resources Information System (HRIS) and Accounting systems, collaborating with Finance and HR teams to ensure system availability, data accuracy, and efficient workflows.
Evaluate and implement new enterprise systems and applications, managing vendor relationships and ensuring successful deployment of technology solutions that enhance organizational effectiveness.
Coordinate system integrations and data exchanges between platforms to improve workflow efficiency and reduce manual data entry.

E. Team Management and Service Delivery

Manage and mentor IT staff, providing supervision, professional development opportunities, performance management, and fostering a culture of service excellence and continuous improvement.
Coordinate and support the service desk function, ensuring timely resolution of user issues, effective ticket management, and high customer satisfaction across all VOA NCNN locations.
Provide hands‑on technical support when needed, demonstrating flexibility and willingness to assist with urgent issues regardless of complexity.
Develop and deliver user training programs to enhance staff technology proficiency and adoption of new systems and tools.
Foster collaborative relationships across departments, understanding programmatic needs and translating them into effective technology solutions.

F. Operations and Asset Management

Maintain comprehensive IT inventory and asset management systems, tracking hardware, software licenses, contracts, and warranties across the organization.
Manage technology procurement processes, vendor relationships, and contract negotiations to ensure cost‑effective acquisition of quality products and services.
Oversee equipment lifecycle management including deployment, maintenance, and decommissioning of IT assets in compliance with data security and environmental standards.
Develop and maintain comprehensive IT documentation including system configurations, procedures, policies, and disaster recovery plans.
Travel between Sacramento and Reno offices at least once monthly to provide onsite support, conduct site assessments, and maintain strong relationships with staff at both locations.

Qualifications

EQUIVALENT EDUCATION AND EXPERIENCE:

Bachelor’s degree in information technology, Computer Science, Information Systems, or related field required. Minimum five to seven years of progressive IT experience with at least three years in leadership or management roles. Four years of additional experience may substitute for degree requirement. Demonstrated experience managing IT operations in multi‑site nonprofit, healthcare, or human services organizations with 200+ users. Expert knowledge of Microsoft 365 suite including Exchange Online, SharePoint, Teams, OneDrive, security and compliance features, and administration tools. Strong expertise in Microsoft Entra ID (Azure Active Directory) including user management, conditional access policies, group policies, and hybrid identity configurations. Proven expertise in cybersecurity frameworks, risk assessment, vulnerability management, and incident response with demonstrated ability to serve as an organizational Security Officer. Experience supporting Electronic Health Records (EHR) or healthcare IT systems in HIPAA‑compliant environments, including system administration, troubleshooting, and user training. Working knowledge of HRIS and accounting systems integration and support. Strong understanding of network administration, including TCP/IP, DNS, DHCP, VPNs, firewalls, WiFi, and WAN technologies. Experience with on‑premise and cloud infrastructure including servers, storage, backup solutions, and disaster recovery systems. Proficiency in telecommunications systems and unified communications platforms including VoIP and video conferencing technologies. Thorough understanding of HIPAA, HITECH, 42 CFR Part 2, and other healthcare data privacy and security regulations applicable to behavioral health and substance use disorder treatment programs. Knowledge of HUD data security requirements and nonprofit technology compliance standards. Experience conducting IT audits, preparing audit documentation, and remediating compliance findings. Proven ability to manage, mentor, and develop IT staff while fostering a collaborative, service‑oriented team culture. Excellent problem‑solving and analytical skills with ability to troubleshoot complex technical issues under pressure. Outstanding communication skills with ability to translate technical concepts to non‑technical audiences including executive leadership and program staff. Strong project management capabilities including planning, budgeting, vendor management, and stakeholder communication. Customer service orientation with patience, empathy, and commitment to supporting end users at all technical skill levels. Demonstrated ability to work independently, prioritize multiple competing demands, and maintain composure during critical incidents. Deep alignment with VOA NCNN's mission, vision, and core values including demonstrable commitment to serving vulnerable populations with compassion, flexibility, and passion. Understanding of and sensitivity to the technology needs of nonprofit human services organizations serving individuals experiencing homelessness, substance use disorders, and other life challenges. Commitment to ensuring technology enhances rather than hinders the organization's ability to deliver compassionate, effective services. Professional certifications such as CISSP, CISM, Security+, Microsoft Certified: Azure Administrator, Microsoft 365 Certified: Administrator Expert, ITIL Foundation, or PMP preferred. Experience with specific EHR platforms used in behavioral health or substance use disorder treatment settings preferred. Knowledge of Homeless Management Information Systems (HMIS) and HUD data standards preferred. Experience with Azure cloud services including Azure Virtual Desktop, Azure Files, and Azure Security Center preferred. Familiarity with PowerShell scripting, automation tools, and endpoint management platforms such as Microsoft Intune preferred. Experience implementing and managing security information and event management (SIEM) solutions and security awareness training programs preferred. Background in managing technology for organizations with distributed workforce models and multiple service delivery sites preferred. Bilingual (English/Spanish) skills to better serve diverse communities preferred.

PHYSICAL REQUIREMENTS:

Hybrid work model combining remote work with regular onsite presence at Sacramento headquarters (3434 Marconi Avenue, Sacramento, CA 95821). Required monthly travel to Reno, Nevada office (1095 E Taylor St, Reno, NV 89502) with occasional additional travel to program sites throughout Northern California and Northern Nevada. Valid driver's license, reliable transportation, and ability to meet the organization’s insurance carrier guidelines are required. Hands‑on work requirements including equipment installation, cable management, and occasional lifting of technology equipment up to 50 pounds. Ability to work under desks and on step ladders and perform physical tasks associated with technology installation and maintenance. Flexibility to respond to after‑hours technology emergencies and participate in on‑call rotation for critical systems support. Standard office environment with extended computer use; ability to sit, stand, and move about facilities as needed. Ability to sit, stand, walk, and move about facilities as needed throughout the workday to provide onsite support.

Pay Range

USD $100,000.00 - USD $120,000.00 /Yr.
