PROGRAM AND LOCATION: VOA-NCNN, a Certified Great Place to Work, is recruiting for a full-time Information Technology Manager. This is a hybrid work model combining remote work with regular onsite presence at the Sacramento headquarters located at 3434 Marconi Avenue, Sacramento, CA 95821. POSITION SUMMARY:
The Information Technology (IT) Manager is a strategic and hands‑on technology leader responsible for all aspects of VOA NCNN's information technology infrastructure, security, and operations. This role serves as the organization's Security Officer and provides critical technology leadership supporting our mission to transform lives across Northern California and Northern Nevada. The IT Manager will oversee Microsoft 365/Entra environments, lead infrastructure and cybersecurity initiatives, support mission‑critical enterprise systems including EHR, HRIS, and accounting platforms, and manage the IT team while ensuring technology enables our staff to deliver compassionate, effective services to vulnerable populations. This position embodies VOA NCNN's core values through flexible problem‑solving, passionate commitment to organizational impact, and loving service that ensures technology never becomes a barrier to helping those in need. The IT Manager will work closely with the IT Director and executive leadership to align technology strategy with organizational goals while maintaining hands‑on involvement in day‑to‑day operations.

EQUIVALENT EDUCATION AND EXPERIENCE:
Bachelor’s degree in information technology, Computer Science, Information Systems, or related field required. Minimum five to seven years of progressive IT experience with at least three years in leadership or management roles. Four years of additional experience may substitute for degree requirement. Demonstrated experience managing IT operations in multi‑site nonprofit, healthcare, or human services organizations with 200+ users. Expert knowledge of Microsoft 365 suite including Exchange Online, SharePoint, Teams, OneDrive, security and compliance features, and administration tools. Strong expertise in Microsoft Entra ID (Azure Active Directory) including user management, conditional access policies, group policies, and hybrid identity configurations. Proven expertise in cybersecurity frameworks, risk assessment, vulnerability management, and incident response with demonstrated ability to serve as an organizational Security Officer. Experience supporting Electronic Health Records (EHR) or healthcare IT systems in HIPAA‑compliant environments, including system administration, troubleshooting, and user training. Working knowledge of HRIS and accounting systems integration and support. Strong understanding of network administration, including TCP/IP, DNS, DHCP, VPNs, firewalls, WiFi, and WAN technologies. Experience with on‑premise and cloud infrastructure including servers, storage, backup solutions, and disaster recovery systems. Proficiency in telecommunications systems and unified communications platforms including VoIP and video conferencing technologies. Thorough understanding of HIPAA, HITECH, 42 CFR Part 2, and other healthcare data privacy and security regulations applicable to behavioral health and substance use disorder treatment programs. Knowledge of HUD data security requirements and nonprofit technology compliance standards. Experience conducting IT audits, preparing audit documentation, and remediating compliance findings. Proven ability to manage, mentor, and develop IT staff while fostering a collaborative, service‑oriented team culture. Excellent problem‑solving and analytical skills with ability to troubleshoot complex technical issues under pressure. Outstanding communication skills with ability to translate technical concepts to non‑technical audiences including executive leadership and program staff. Strong project management capabilities including planning, budgeting, vendor management, and stakeholder communication. Customer service orientation with patience, empathy, and commitment to supporting end users at all technical skill levels. Demonstrated ability to work independently, prioritize multiple competing demands, and maintain composure during critical incidents. Deep alignment with VOA NCNN's mission, vision, and core values including demonstrable commitment to serving vulnerable populations with compassion, flexibility, and passion. Understanding of and sensitivity to the technology needs of nonprofit human services organizations serving individuals experiencing homelessness, substance use disorders, and other life challenges. Commitment to ensuring technology enhances rather than hinders the organization's ability to deliver compassionate, effective services. Professional certifications such as CISSP, CISM, Security+, Microsoft Certified: Azure Administrator, Microsoft 365 Certified: Administrator Expert, ITIL Foundation, or PMP preferred. Experience with specific EHR platforms used in behavioral health or substance use disorder treatment settings preferred. Knowledge of Homeless Management Information Systems (HMIS) and HUD data standards preferred. Experience with Azure cloud services including Azure Virtual Desktop, Azure Files, and Azure Security Center preferred. Familiarity with PowerShell scripting, automation tools, and endpoint management platforms such as Microsoft Intune preferred. Experience implementing and managing security information and event management (SIEM) solutions and security awareness training programs preferred. Background in managing technology for organizations with distributed workforce models and multiple service delivery sites preferred. Bilingual (English/Spanish) skills to better serve diverse communities preferred.
PHYSICAL REQUIREMENTS:
Hybrid work model combining remote work with regular onsite presence at Sacramento headquarters (3434 Marconi Avenue, Sacramento, CA 95821). Required monthly travel to Reno, Nevada office (1095 E Taylor St, Reno, NV 89502) with occasional additional travel to program sites throughout Northern California and Northern Nevada. Valid driver's license, reliable transportation, and ability to meet the organization’s insurance carrier guidelines are required. Hands‑on work requirements including equipment installation, cable management, and occasional lifting of technology equipment up to 50 pounds. Ability to work under desks and on step ladders and perform physical tasks associated with technology installation and maintenance. Flexibility to respond to after‑hours technology emergencies and participate in on‑call rotation for critical systems support. Standard office environment with extended computer use; ability to sit, stand, and move about facilities as needed. Ability to sit, stand, walk, and move about facilities as needed throughout the workday to provide onsite support.
