Job Summary

The Site Health & Safety (HSE) Manager is responsible for managing and enforcing all health and safety requirements on assigned project sites. This role ensures that all site activities are carried out in full compliance with legal, client, and company safety standards, with a strong focus on practical implementation, supervision, and continuous monitoring. The position is site-based, acting as the primary point of contact for all HSE matters on the project, working closely with site teams to promote a proactive safety culture and prevent incidents.

Key Responsibilities

1. Site Safety Management

• Take full responsibility for health & safety on assigned project site(s)
• Ensure all works are carried out in accordance with approved RAMS (Risk Assessments & Method Statements)
• Enforce compliance with PPE requirements, site rules, and safe systems of work
• Maintain a visible presence on site, actively monitoring ongoing activities

1. Supervision & Monitoring

• Conduct daily site walkdowns to identify hazards and unsafe practices
• Monitor high-risk activities such as:
  • Working at height
  • Electrical works
  • Lifting operations
  • Confined spaces
• Stop unsafe work when necessary and implement immediate corrective actions
• Ensure subcontractors comply with all HSE requirements

1. Risk Assessment & Control

• Prepare and approve RAMS prior to work commencement
• Ensure all risks are properly assessed and controlled before and during execution
• Maintain and update site-specific risk registers
• Support site teams in planning safe execution of works

1. Inductions & Training

• Deliver site safety inductions for all personnel
• Conduct regular toolbox talks and safety briefings
• Ensure all workers hold valid certifications and required training
• Promote awareness of site-specific hazards and control measures

1. Incident Management

• Lead on-site investigations for accidents, incidents, and near misses
• Ensure immediate reporting and proper documentation
• Identify root causes and implement corrective/preventive actions
• Track and follow up on all incidents and close-out actions

1. Compliance & Documentation

• Ensure full compliance with German HSE regulations (e.g., Arbeitsschutzgesetz) and client requirements
• Maintain all site HSE documentation, including:
  • Inspection records
  • Permits to work
  • Training records
  • Audit reports
• Prepare for and support client and external audits

1. Safety Culture & Engagement

• Promote a strong safety-first culture on site
• Encourage reporting of near misses and unsafe conditions
• Work closely with supervisors and managers to improve safety behaviours
• Lead by example in all safety-related matters

1. Coordination & Communication

• Work closely with Project Managers, Site Managers, and Supervisors
• Attend daily/weekly site meetings to address HSE matters
• Act as the main point of contact for all site safety issues
• Liaise with client HSE representatives and regulatory authorities as required
