Country HR Manager

Overview

We are seeking an experienced Country HR Manager to provide HR partnership and consultation to Gartner Germany. This role will serve as the local HR Country Manager for Germany and act as the point of contact to the German Works Council, ensuring Gartner can successfully hire, develop, and retain top talent in Germany.

Responsibilities

  • Serve as the point of contact for the German Works Council, run regular meetings, oversee project management, and participate in negotiations.
  • Advise managers, HR partners, and COEs on Works Council collaboration and build trusted relationships with council members.
  • Provide local expertise on best practices, legal compliance, and employee programs, and lead internal communications for Germany.
  • Proactively manage legal risk and ensure compliance with local labor laws throughout the employee lifecycle.
  • Build and maintain partnerships to educate HR partners, managers, and associates on employee-related issues and act as a trusted advisor to international HR partners and local managers.
  • Advise and coach leaders on handling complex issues and conducting difficult conversations.
  • Identify and mitigate risks, promote associate engagement, conduct investigations, and make recommendations for resolution.
  • Partner with a client group in the German Sales organization to guide managers and associates through consultation processes, run the full annual review cycle, and collaborate with recruiting to attract and retain talent.
  • Support management in talent retention strategies.

Qualifications

  • Undergraduate degree strongly preferred; graduate degree(s) in related fields ideal.
  • Progressive HR experience in international organizations, preferably at an American headquarters.
  • Advanced employee relations experience, including performance management and consultations.
  • Thorough knowledge of German labor law and works council act.
  • Experience in Works Council collaboration.
  • Strong negotiation skills; strong judgment, discretion, and ability to manage highly sensitive situations.
  • Ability to influence leaders and collaborate across the organization.
  • Excellent written and verbal communication, interpersonal skills, problem‑solving, and decision‑making skills.
  • Ideally HR Business Partner skills in employee engagement, succession planning, compensation, workforce planning, recruitment, and training and development.
