G2G Co-Design Advisor (Consultant)

Description

• Advise U.S. Government missions and partner governments on the design and implementation of G2G health assistance programs.
• Support the transition of health programs from traditional implementing mechanisms to G2G delivery models.
• Translate U.S. foreign assistance policies and priorities into country-specific implementation approaches.
• Facilitate co-design processes with Ministries of Health, Finance, Planning, and oversight institutions.
• Lead workshops, consultations, technical working groups, and stakeholder engagements.
• Serve as a liaison between U.S. Government agencies and host-country counterparts during agreement development and negotiations.
• Develop G2G program frameworks, implementation plans, and operating procedures.
• Assess fiduciary, operational, and programmatic risks and develop mitigation and accountability measures.
• Design monitoring, evaluation, and learning frameworks, performance plans, and learning strategies.
• Prepare briefing materials, reports, decision memoranda, and other strategic communications.

Requirements

• Master's degree or higher in Public Health, Public Policy, Public Administration, International Development, Law, or a related field.
• 10+ years of progressively responsible experience in international development, foreign assistance, health programming, or Government-to-Government initiatives.
• Experience supporting government institutions such as Ministries of Health, Finance, or Planning.
• Demonstrated experience in program design, policy analysis, grantmaking, implementation oversight, or G2G programming.
• Experience conducting risk assessments and developing mitigation strategies in low- and middle-income countries.
• Strong knowledge of U.S. Government foreign assistance policies, regulations, and compliance requirements.
• Understanding of public financial management systems and health sector governance structures.
• Experience facilitating complex, multi-stakeholder engagements and consensus-building processes.
• Exceptional communication, report writing, and presentation skills.
• Active Secret security clearance, or eligibility to obtain and maintain one, is required.
• Prior experience supporting G2G health assistance programs (preferred).
• Experience working with the U.S. Department of State, CDC, USAID, or other U.S. Government agencies (preferred).
• Regional expertise in Sub-Saharan Africa, Asia, Latin America, or other global health priority regions (preferred).
• Professional proficiency in French, Portuguese, Spanish, or other relevant languages (preferred).
• Knowledge of the America First Global Health Strategy and its implementation framework (preferred).

Benefits

• Compensation of $95–$125 per hour, commensurate with experience, qualifications, technical expertise, and assignment requirements.
• Assignments may be short-term or long-term, ranging from 2 weeks to 12 months.
• Work may be performed onsite, remotely, or in a hybrid arrangement.
• International travel opportunities to U.S. Embassies, government offices, and project locations.
• Additional domestic travel may be required for onboarding, badging, meetings, and program support activities.
