For an internationally operating company specializing in healthcare infrastructure and complex international projects, we are looking on behalf of our client for an experienced HR professional to lead and further develop international HR operations. Headquartered in Hamburg, Germany, the company operates through over 30 country offices. The role will have a particular focus on international personnel administration, recruitment and HR support for projects in Angola.

Position: Head of International HR Operations (m/f/d) – Portuguese & English

Location: Flexible wordwide with extensive international travel

Languages: Fluent English and Portuguese are mandatory

We are looking for an experienced Head of International HR Operations (m/f/d) to take responsibility for international HR operations, personnel administration and HR-related projects, with a strong focus on our activities in Angola. The successful candidate will be responsible for establishing and coordinating reliable HR processes for international projects and ensuring smooth cooperation between the headquarters in Hamburg and the teams and projects abroad.

Key Responsibilities

• Lead and coordinate HR operations for international projects, with a strong focus on Angola, and act as the main HR contact for local management and project teams
• Manage personnel administration across the employee lifecycle, including contracts, onboarding, employee documentation and personnel changes
• Develop and implement staffing and HR strategies, including the recruitment, hiring and deployment of international and local personnel, in line with project and business requirements
• Maintain close and continuous coordination with the headquarters in Hamburg on HR, staffing and organizational matters
• Support management in personnel-related and organizational decisions and further develop efficient HR processes for international project environments
• Ensure reliable HR reporting, documentation and transparency across projects and locations

Candidate Profile

• Several years of experience in HR Operations, personnel administration or international project management
• Proven leadership experience, ideally within HR, operations or international project environments
• Experience in managing personnel within international projects or multi-country environments
• Experience in developing and implementing HR structures, processes and staffing concepts
• Good understanding of budgets, personnel costs and organizational processes
• High intercultural competence and confidence working across different countries and cultures
• Fluent English and Portuguese are mandatory
• High willingness to travel internationally, particularly to Angola and Hamburg
