Position

Human Resources Analyst – Division of Human Resources and Development, located in Phoenix, Arizona. Remote or hybrid work eligibility may apply. Must reside in the State of Arizona.

Job Summary

Under the direction of the HR Operations Supervisor, provide support and assistance with day‑to‑day HR administrative tasks in the Operations Unit. Support various Operations functions and processes; respond to HR‑related questions from AHCCCS leadership and agency employees; support HR professional staff with operational functions; maintain HR information system records in electronic and paper formats.

Major duties and responsibilities

  • Perform AZ360 data entry to process employee personnel actions (new hire, transfers, address changes, salary changes, name changes, position changes, cash compensation changes, status changes) and maintain paper and electronic personnel files. Archive files, conduct internal audits, and process personnel file review requests. Provide day‑to‑day admin support including mail receipt/distribution, conference room scheduling, meeting coordination, and on‑demand report generation. Oversee HRD ticketing in Service Now and main HR phone line, respond to routine inquiries or route to appropriate HR contact. Assist with benefits administration (enrollment, ASRS verification, and employee communication).
  • Assist with recruitment and on/off boarding processes by performing preemployment verification and reference checks, drafting job announcements, preparing Personnel Action Forms (PAFs), and coordinating onboarding/offboarding activities (orientation, fingerprinting, I‑9 verification, unemployment verifications, account disablement, equipment retrieval, travel coordination, and Years of Service recognition).
  • Maintain the division credit card, process invoices, and reconcile monthly purchases.

This position may offer the ability to work remotely within Arizona based on department needs and performance.

Knowledge, Skills & Abilities (KSAs)

  • Knowledge of administrative principles and practices; federal and state rules and regulations; agency policies and procedures; State of Arizona’s Enterprise Resource Planning System (AZ360); talent acquisition concepts; HR terminology; LEAN initiatives.
  • Skills in report writing, data formatting, event coordination, customer service, problem solving, effective communication, public speaking/presentations, and conflict resolution related to customer service.
  • Ability to learn and apply state and federal laws, respond to a wide range of personnel inquiries with accuracy and diplomacy, take direction, maintain confidentiality, prioritize and coordinate work, multi‑task, and adapt to changing priorities.

Minimum and Preferred Qualifications

  • Minimum: Any combination of training and experience that meets the knowledge, skills, and abilities (KSAs). Relevant degree or coursework and work experience related to the assignment.
  • Preferred: Bachelor’s Degree in Human Resources or closely related field; relevant HR certification.

Pre‑Employment Requirements

  • Pass fingerprint background check, prior employment verifications, and reference checks; employment contingent on these processes and the agency’s ability to reasonably accommodate restrictions.
  • Travel may be required for State business. If driving, meet driver training requirements and have an acceptable driving record. Mileage may be reimbursed.
  • If driving is an essential function, ensure compliance with driver’s license requirements; all new hires must complete E‑Verify.
